During the investigation LPA Lucero interviewed 8 staff, 4 parents, conducted an indoor physical plant inspection of the facility, obtained documents, and reviewed the facility roster.
During the visit on 07/25/2024, LPA Lucero and LPA Meza conducted an indoor physical inspection. During inspection of the facility, LPAs observed the children’s restroom flooring was dirty with brown stains, the bottom brim of the toilet had yellow stains around it and the inside of the toilets had brown stains. LPAs also observed the flooring in the classrooms were dirty with a few stains throughout, the children’s toy cabinets that are located in the classroom were dirty and the rugs in the classrooms were also dirty and were observed to not be vacuumed.
During staff interviews on 07/25/2024, staff disclosed the Tutor Time Company used to have an outside cleaning maintenance crew that would clean the classrooms, flooring, and bathrooms, but the company has ended business with them around May 2024-June 2024. Since then, it has been the staff’s responsibility to clean the facility. Staff disclosed they sweep after mealtimes, clean up any spills, take out the trash, and/or pick up any paper towels/toilet paper that is left on the floor in the children’s bathroom. 4 out of 8 staff stated they think the facility could be cleaner, but staff do their best due to supervising children and ratios.
Staff #8 stated they have gone around the facility and made notes of things that need to be cleaned. LPA obtained a copy of the notes.
Staff #8 also stated the company has transitioned into hiring a housekeeper, so that the housekeeper can be responsible for cleaning more detailed things then what the previous maintenance crew would clean.
LPA interviewed 4 parents. Parents interviewed made no disclosures.
Based on LPA’s interviews conducted with staff, document obtained, and physical plant inspection, it has been determined daycare is unsanitary. Therefore, the preponderance of evidence standard has been met, therefore the above allegation is found to be Substantiated. California Code of Regulations, Title 22, 101238(a) Buildings and Grounds is being cited on the attached LIC 9099D.
