An informal office meeting was conducted on this date, 04/17/2024, in the Orange County Regional Office. In attendance was Licensing Program Manager (LPM) Judy Hanson and Licensing Program Analyst (LPA) Giselle Lucero along with Director Perla Arrieta and District Manager De Anne Mc Cashland.

The purpose of the informal meeting was to discuss the following.

101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights (3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse, or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning.

The Department received a complaint on 11/22/2023 alleging staff handled child in a rough manner. On 01/05/2024, based on interviews conducted and facility video footage reviewed, it has been determined a staff handled child in a rough manner. The facility received one Type A citation pertaining to Personal Rights.
During the informal conference, Director stated the facility has retrained all staff, there has been 1 on 1 training with staff and an increase in observation via facility's camera footage .

Upon receipt of this report pertaining to a conference conducted by a local Licensing Agency in which issues of non-compliance are discussed, the Licensee must: 1) Provide a copy of this report to the parent/guardian of children currently enrolled by the next business day or immediately upon return. 2) A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). 3) Obtain signature and date from the child's parent/guardian on the Acknowledgement of Receipt of Licensing Reports LIC 9224. 4) Keep a record immediately upon receipt of the completed and signed LIC 9224 acknowledging receipt of this report in the child's file.

Director was informed to provide a copy of this report and LIC 9224 (Acknowledgement form).

Increased unannounced inspections to the facility will be conducted by Community Care Licensing for the next 2 years to monitor compliance. The purpose of these increased inspections is to ensure we as the Department are working with the licensees to ensure a return to compliance of regulation and code.

The following was discussed with the Director:
1. The facility must be in compliance at all times.
2. The licensee's will be placed on required visits for the next two years.
3. The facility will be placed on increased inspections for two years.
4. The Director was advised to check the Child Care Licensing web site at www.ccld.ca.gov for quarterly updates, forms, and regulations.
5. Director was advised subsequent citations within the next 12 months will result in civil penalties.

Technical Support Program (TSP) was discussed, and a handout was given to Director Perla Arrieta and District Manager De Anne Mc Cashland. Director Perla Arrieta denied the TSP referral.

Exit interview conducted with Director Perla Arrieta and District Manager De Anne Mc Cashland who is in agreement with the above. A copy of this report was provided to Director Perla Arrieta.
