On 07/08/24 at 12:45PM, Licensing Program Analyst (LPA), Christine Jung conducted an unannounced visit to the facility to deliver findings for a complaint that was received at the Orange County Regional Child Care Licensing Office. LPA met with Director, Cynthia Moreno and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 19 children and four (4) staff.
A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.
On 6/17/2024, the Orange County Regional Child Care Licensing Office received a complaint with four allegations: Reporting Party (RP) alleged that (1) Staff accepted children with signs of illness into care; (2) Staff did not ensure that facility was clean and sanitized; (3) Staff did not immediately notify child’s authorized representative of child’s injury; (4) Staff did not ensure adequate care and supervision was provided to child in care.

LPA interviewed the RP regarding details of the incident which resulted in the allegations.

LPA made an unannounced visit to the facility and interviewed 3 staff. Staff stated that they are provided with fresh bottles of bleach daily and fresh bottles of soap and water weekly to clean the children’s toys and classroom furniture. They stated that there is a cleaning crew that visits the school nightly to perform deep cleaning. District manager stated that a cleaning crew visits the facility in the evenings either 3 or 5 times a week, depending on the facility’s needs.

Based on staff interviews and parent handbook, children who show severe signs of illness are sent home. However, if their symptoms are minor, and the child is well enough to participate in daily activities, they are allowed to remain at the facility. If they get hurt, staff stated that an incident report form is completed then signed by parents during pick-up time.

Children could not be interviewed due to the children being in an infant program and being nonverbal. Director provided LPA with incident reports, parent handbook, and children’s roster for investigative review.
Based on staff interviews, staff spread out around the play yard and walk around to ensure supervision. Infant/toddlers only use their own infant/toddler play yard.

The Orange County Regional Child Care Licensing Office has investigated the complaints alleging (1) Staff accepted children with signs of illness into care; (2) Staff did not ensure that facility was clean and sanitized; (3) Staff did not immediately notify child’s authorized representative of child’s injury; (4) Staff did not ensure adequate care and supervision was provided to child in care: although the allegation may have happened or is valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
