On 10/23/2024, the Orange County Child Care Office received a complaint alleging: Staff did not ensure facility is kept free of pests and Staff did not ensure adequate supervision was provided to children in care. Reporting Party (RP) stated classrooms have ants, spiders, and termites on the counters, cubby spaces and changing tables. RP also stated lack of supervision during nap time is frequent in the infant rooms and staff were on their phones while caring for infants.
During the investigation, LPA toured the facility, conducted interviews, obtained documents: Employee Handbook, Staff Roster, Children's Roster, Work Orders Sign In/Out Sheet, Staff Roster, Children's Roster, and reviewed App Watchmegrow/Sproutabout. LPA also interviewed 8 staff and 6 parents. Children interview was not conducted due to children being non-verbal.
Regarding allegation, “Classrooms have ants, spiders, and termites on the counters, cubby spaces and changing tables”: During visits on 10/25/2024 and 11/12/2024 LPA inspected classrooms, bathrooms, and playground. During inspection areas toured appeared to be clean and sanitary. LPA interviewed eight (8) staff. Seven (7) staff interviewed stated that if there is ever an insect/termite problem that it is reported to administration and a company will come out and take care of it. LPA reviewed work orders that had been submitted for the month of October 2024. LPA reviewed work orders were placed for ants and usual routine.
Regarding allegation “Staff did not ensure adequate supervision was provided to children in care”: During facility inspections on 10/25/2024 and 11/12/2024, LPA toured facility and inspected classrooms and observed 1 staff supervising 3 infants asleep in napping room and 3 staff supervising infants who were awake in carpet area of classroom. Staff interviews were conducted with eight (8) staff who stated that supervising children means that they are to watch children at all times. Six (6) staff interviewed stated that they have not witnessed infants not supervised in the nap room and two (2) staff interviewed stated that since LPA’s last visit 10/16/2024 they have not witnessed an infant not being supervised in nap room. All eight (8) staff interviewed stated cell phones are not allowed during classroom time due to supervision of children and that there is a staff policy for cell phone use in classrooms. S8 reviewed with LPA how parent/guardians have access to the video footage in Sproutabout and that they have access to it all day. S8 stated that cameras are always up and going. LPA reviewed video footage in the app called Watchmegrow of staff supporting infants in awake side and sleeping side of classroom. LPA then reviewed cameras in classrooms Todd A and Todd B showing staff supervising infants during nap time.
