Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of increasing the capacity by adding Room 3 to the existing capacity. LPA met with Site Supervisor, Juana Juarez. LPA then met with Early Learning Specialists, Aldo Aceves and Veronica Berber. LPA was given a tour of the facility by the facility representatives. The facility is located on the Lowell Public School Elementary Site. Currently the facility is licensed for 23 preschool children ages 2 to 5 years old in K2. The facility will add Room 3. LPA observed there were a total of 2 staff with 6 preschool children in K2. Veronica Berber was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. (The staff are employees of Santa Ana Unified School District and fingerprinting is part of their employment condition). The facility has requested to provide care and supervision to 48 preschool children ages 2 to 5 years old in rooms K2 and 5, Monday to Friday from 8:00 am to 4:00 pm. The children are dropped off, signed in and out at the entrance of the classrooms. The facility has met all the posting requirements.
The indoor activity space measurement for the current requested capacity is as follows:
Room # 3 is: 783.38 square feet.
Room # K2 is:785.19 square feet.
Total indoor activity space measurement is 1568.57 square feet divided by 35 = 44.82 (45 children).
The playground is located on Lowell Public School Elementary Site and is shared with Kindergarten

children of this public school at different scheduling. There is wavier dated 8 14/2009 on file for this site which has been granted to share the playground with the other program.
Total of toilets: 2 X 15 = 30 children (one toilet is located inside each classroom).
Total of sinks: 4 X 15 = 60 children (2 sinks are located in each classroom).
Additionally the facility has a waiver dated 8/14/2009 on file for sharing the outside restrooms. There is one toilet from the boys bathroom and one toilet from the girls bathroom are designated for use of this program.
The facility is equipped with carbon monoxide detector. The classrooms have age appropriate toys and equipment. Site supervisor's file was reviewed. The file is complete and she is current on CPR and 1st aide, and Mandated Reporter. Orange county Fire authority has approved Rooms K2 and 3 for 48 preschool children but the facility measurement for 2 classrooms are 1568.57 square feet which accommodates 45 preschool children.

The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given to Veronica Berber and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for increasing capacity which accommodates 45 preschool children ages 2 to 5 years old will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional information is required. Exit interview conducted and report was reviewed with the facility representative, Veronica Berber.
