Licensing Program Analyst (LPA) Ketki Desai conducted an announced Case Management Licensee initiated inspection for a change in capacity by removing rooms: B3 and B6 (decreasing the capacity from 65 to 48 children and continue to use room B2 and add new room B7).

Upon arrival the school Administrator Ms. Green Mona and Ms. Bonifay Rena, gave a tour of the two classrooms under Child Development program following Title 22.

Currently the program is closed due to summer break and no children were present on site.

LPA toured the two classrooms and observed the following

The two classrooms appeared clean and orderly. The items which could pose a danger to children (disinfectants and cleaning solutions) were stored out of the reach of children. All floors are clean and safe. Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Lunch and snacks are brought from home and facility has additional snacks if needed for the children. Solid waste receptacles have a tight-fitting cover and are in good repair. Children nap on cots/mats, and bedding is sent home weekly to be laundered by parents. There is drinking water available to children both indoors and outdoors, children also bring in their own personal water bottles. The facility has a working smoke detector, carbon monoxide detector, and fire extinguisher that meet statutory requirements and is maintained by the school district and operations departments.



The two rooms were measured on today's inspection

Total indoor activity space: 1733'77 divided by 35 = 49'54 (50 children)
Facility has sufficient indoor space to accommodate the requested capacity of 48 children in
Room # B2 and B7. (1)

Facility has designated sinks and toilets for preschool children outside Room # B2, children in room B7 shall walk from outside to reach the designated bathrooms, located besides Room # B2. Each classroom has one sink inside.

Total sinks : 7 x 15= 105 / Total Toilets : 8 X 15= 120
Facility has sufficient sinks and Toilets to accommodate the requested capacity.

Outdoor play yard: Facility has a designated play yard for Preschool children outside room B7 and it shall be shared with the Inclusion program and there is a Waiver on file. The playground was completely fenced. The playground equipment appeared in safe condition, and play area is free from hazards. There is sufficient wood/bark cushioning underneath climbing structures and/or play equipment to absorb falls.

Outdoor measurements : 6901 square feet/ 75= 92 children (Measured in 2019)

Based on today's indoor classroom measurements/ Sinks and Toilet availability and Outdoor space, facility has sufficient space to accommodate 48 preschool age children (3-5 years) in two assigned rooms B2 and B7. Monday to Friday 7.00 am to 5.00 pm

Fire clearance from Huntington Beach Fire Department has approved the requested of 48 children in the two assigned rooms.

The following was discussed with the facility Administrator Ms. Green, Mona

Criminal Record Statement : Applicant, Ms. Green Mona was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep : LPA discussed the safe sleep regulations with applicant Ms. Green, Mona discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant, Ms. Green, Mona the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
