On 1/16/2026, the Orange County Regional Child Care Licensing Office received a complaint with one allegation: Licensee allows unqualified staff to provide care and supervision to children.
During the course of investigation, LPA interviewed six (6) staff members and five (5) parents. LPA obtained children’s roster and documents pertinent to the investigation. LPA contacted eight (8) parents to interview, five (5) parents responded. All interviewed parents stated they did not have any concern related to the allegation.
During the investigation, LPA Carreiro conducted observation regarding the allegation during the visit on 1/22/2026. On 1/22/2026, LPA Carreiro observed Staff #1 (S1) was providing care and supervision for a child alone in a classroom. Four (4) out of six (6) staff members stated that they have witnessed S1 working alone with children in care without a fully qualified teacher. When interviewed, S1 stated that they do not have any Early Childhood Education (ECE) units. During record reviews of staffing qualifications, the records indicate that S1 does not have any ECE units.
Based on information gathered from LPA’s interviews, observations, record reviews, the preponderance of evidence standard has been met, therefore the allegation is substantiated. A Notice of Site Visit was given and must remain posted for 30 days. Failure to post will result in Civil Penalties of $100.00.
