On 12/10/2024 at 12:00pm, Licensing Program Analyst (LPA), Romy Castanon conducted an unannounced Case Management inspection for a decrease in capacity. Upon arrival, LPA met with Site Supervisor Dorcas Scinico. Applicant is requesting to be licensed for 16 preschool children ages 3-5 years old in Room C-3. Hours of operation will be Monday-Friday 8:00am-11:00am (morning session) and 12:00pm-3:00pm (afternoon session). There were nine (9) children and two (2) staff present during today’s inspection. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Scinico that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water fountains and children are encouraged to bring their own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/03/2024. Sign in/out area is located at the school’s side entrance near Room C-3.

Report dated 02/20/2024 stated Room C-3 measured 841 square feet which accommodates the requested capacity. LPA observed a total of one (1) sink in Room C-3 that is currently available for children’s use. Facility has an existing waiver in place for shared restroom, playground and to mainstream with elementary school program. The facility will need to submit an updated request to reflect the new capacity of 16 children. Children who are ill are taken to the school’s nurses office. The facility provides morning breakfast and lunch that are prepackaged by the district. Carbon monoxide detector was tested by LPA in Room C-3.



The facility currently has a fully fenced playground area. Cinder block retaining wall that surrounds the play area is at least four feet high. Shade is provided via trees and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. (Continue to page 2)

(Page 2) There is a climbing structure on the playground for children ages 3-5 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via water fountains and children’s water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Ms. Scinico was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Ms. Scinico was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption. All staff at facility are district employees.

This facility provides Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with Ms. Scinico the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Ms. Scinico was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:
1. Updated waiver requests to reflect new capacity.
Site Supervisor was informed that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with Site Supervisor Dorcas Scinico. A notice of site visit was given to Ms. Scinico and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
