On May 15th, 2024, Licensing office received a complaint alleging (1) Staff did not prevent day care children from wandering from the facility and (2) Staff left day care children unattended.
It was reported that Garden Grove Police Department (GGPD) responded to a call from a bystanders, who reported, 4 children were wandering from the facility into a busy intersection and was found in the 4th lane of the busy street without any adult supervision.
During today’s visit, LPAs inspected the facility and measured distance from the classroom, where the 4 children were attending, to the possible area where the children were found on the street unattended, interviewed 4 staff members and reviewed record of the footage from the Ring doorbell system.
During inspection, LPAs observed that it takes 169 steps (approximately 102 feet) to go from the St. Gabriel classroom’s door to the 4th lane of the street, where the children were found by bystanders. It also takes the children to walk through 2 gates and 1 classroom’s door on the path to go to the busy street.
During interviews, S1 admitted that S1 went to the bathroom at approximately 10:55am and left 6 children unattended in the St. Gabriel classroom. S1 stated S1 asked S2 to keep an eye on the 6 children in the St. Gabriel classroom. S2 stated S2 went to the St. Gabriel classroom to only observe a small number of children in the classroom and that the door that leads into the playground from the classroom was left open. S2 communicated with S1 and went outside heading toward the back of the facility to search for the children but could not find them. S1 joined S2 shortly on the search for the children in the classrooms and in the facility office. S4 stated at about 11:05am, S4 answered to the doorbell of the facility’s front door and saw that 4 children were wandering outside of the facility and were being brought back by 3 bystanders, 2 male and 1 female. All interviewed staff also confirmed that GGPD had interviewed S1, taken a Police Report and called parents to come to pick up the children in care on 05/15/2024, the day of the incident. All four interviewed staffs admitted four of the six unattended children, wandered out of the facility and were returned to the facility by bystanders.
