Report Party (RP) stated the facility is out of ratio during the morning/afternoon hours, During the afternoon transition children are moved to a large classroom with 30-40 children and 4-6 staff members, and that most staff are not credentials or have any education in child development. (RP is anonymous did not specify in the complaint). RP stated the center lost children's medical records, and that Staff 1(S1) and other staff have bullied and speak inappropriately to children in front of parents and other students.
During the investigation, LPA interviewed 9 staff members, 5 children, and 6 parents, reviewed records, reviewed personnel report (LIC 500), obtained staff timecards, reviewed children’s sign-in/out, obtained a copy of the children's roster, classroom schedule, parents/teachers Handbook, reviewed staff transcripts, and received copies of email correspondence between, and center staff.
Regarding allegations (1) the Facility is operating out of ratio.
LPA interviewed 9 staff members, 9 out of 9 staff members stated they had not witnessed the facility operating out of ratio. All staff interviewed denied operating out of ratio. Staff stated that the maximum number of children present in the morning is around 5 -6 children then separated to their classrooms around 8:30 am. Each classroom has at least two staff members. Staff stated there are never more than twelve (12) children with one staff. The children are signed in & out in the front desk/reception area, which allows the office staff to know how many we have at all times.
LPA interviewed 6 parents; 5 out of 6 parents had no concerns about the ratio in the morning or afternoon. P5 stated they picked up their child early. (Between 4:30 – 5:15 pm and witnessed less than 25 children with 3 qualified staff members in the classroom.
Regarding allegations (2) Unqualified staff are providing care and supervision to day-care children in care.
LPA interviewed 9 staff members and reviewed staff transcripts. All Staff stated they are qualifying for Early Childhood Education units (ECE). Based on the review of staff transcripts, staff completed the required ECE units to be fully qualified preschool teachers.
