25 | On 9/23/2024 at 10:25am, Licensing Program Analyst (LPA), Christine Jung, conducted an unannounced case management – legal/noncompliance inspection. Upon arrival, LPA met with facility representative, Karla Melgar, and was led on a tour of the facility. There were 46 children and nine (9) staff members present. The facility was operating within teacher-child ratios and licensed capacity.
Facility Personnel Report Summary review indicated all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
LPA was led on a tour of Rooms 1 (A & B), 2, 5, 6, and two outdoor play yards. Children from Room 1 (A & B) were engaged in outdoor play in the toddler play yard. Children from Rooms 2, 5, and 6 were engaged in various classroom activities.
During the visit, LPA reviewed the procedures agreed upon during the Noncompliance Conference (NCC) on 8/17/2023.
LPA reviewed 12 teacher files, including teacher aide and substitute teacher files. Based on record review, teachers is the toddler program were not qualified; see LIC 809D for deficiency cited.
LPA observed toddlers in areas separate from the preschoolers. Facility representative provided LPA with an updated children’s roster. LPA verified the ages of all children enrolled to ensure that toddlers were not comingling with preschoolers. Toddlers from Room 1 (A & B) were observed in the toddler play yard. Toddlers from Room 2 were observed in their classroom separate from the preschoolers. Preschoolers were observed in their classrooms which were in Rooms 5 and 6.
