On 09/26/2023, Licensing Program Analyst (LPA), Anna Chan conducted an unannounced inspection for the purpose of an Annual Random Visit. LPA met with Head of School Lisa Parker. The overall census observed was 43 preschool and 5 staff in classrooms 7,8,9 and 2. Children were having lunch when LPA arrived. Toddler option has 20 toddlers and 3 staff in classrooms 3 and 4. Toddlers were napping when LPA arrived at the facility around 12:20pm

Operating hours are 7am to 6pm, Monday through Friday. The facility has a toddler option for up to 24 toddlers (18mo-36mo) in rooms #3 and 4. LPA and Head of School toured inside and outside and the floor and yard plan were verified. During the inspection, it was determined the facility is operating within its licensed capacity and within compliance with staffing ratios.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

During the inspection of the indoor activity space, items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children. Age-appropriate materials are provided such as books, pretend play, blocks, real plates are used to elevate dining experience and respect natural materials. AM snack is provided by the facility and PM snacks for children who stays after 3pm. Children bring home lunch daily. Menus were posted where they could be reviewed by parents by the entrance. Floors, equipment, and furniture were clean and were observed to be in good repair and free of sharp edges. There is drinking water available to children indoors by Brita water pitcher and sports bottle are also brought by children from home with the child’s name on it.

The children's bathrooms are clean and sanitary. Children nap on cots/mats and sheets are brought home for washing at the end of each week. All classrooms have their own restrooms including Toddler Option Rooms. The facility conducted an emergency drill on Sept 26, 2023. The facility has a working carbon monoxide detector and fire extinguisher. Facility met all posting requirement. The California Child Passenger Safety Law was posted by the entrance of the facility

The outdoor activity space was inspected for compliance. The surface of the outdoor activity space was well maintained and free of hazards. The Primary Playground which is used by the preschool has a black top cushioning and appeared to be enough to absorb falls. There are slides, and bicycles around the playground. The preschool also uses the side yard, which is paved to be used for bicycles and there is a small garden in the middle. The Toddler Option uses the Toddler Playground that has a black top cushioning and appeared to be enough to absorb falls. There is a slide, small climbing equipment, basketball hoops and sand area in the toddler playground. Drinking water in the outdoor activity space is provided Brita wate pitcher and sports bottles with the child’s name on it. The outdoor equipment and toys were in good repair and free of sharp edges. There are no bodies of water present at the facility. The facility grounds were safe, sanitary and in good repair.

Staff files were reviewed for staff present during the facility inspection on this date, 5 staff files were reviewed. Health screening and immunization as required were reviewed. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for the facility were reviewed and within compliance.

Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporter training, and to renew the training every two years. At least one staff member present possesses current EMSA approved Pediatric CPR/First Aid certifications, which expires 08/2024

6 Children's records were reviewed, and there was a separate, complete and current record for each child. Facility does have documentation or record of the 15-minute Infant safe sleep log for infants 24 months and below. In the areas reviewed the children’s files were found to be in full compliance. Sign in/out procedure was Tadpole app and it is reviewed for compliance.

· Always place infants on their backs for sleeping
· Use only a tight-fitting sheet on the crib or play yard mattress
· Do not hang any items from the crib or above the crib
· Keep all items, including blankets, out of the crib or play yard
· Pacifiers may be used as long as they do not have items attached to them
· Infants should not be swaddled or have any items covering them while sleeping
· The temperature of the room should be comfortable enough for an adult to wear a t-shirt and not be too hot or too cold

The areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

An Inspection and exit interview were completed with Head of School Lisa Parker. The report was reviewed and discussed. Appeal Rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.

The facility representative was informed that the “Notice of Site Visit” must be posted for 30 consecutive days. The “Notice of Site Visit” must be posted on or adjacent to the door. Failure to post will result in Civil Penalties of $100.00.
