Licensing Program Analyst (LPA) Mila Quinto conducted an unannounced case management inspection of the facility for the purpose of the facility decreasing their capacity from 140 to 132 preschool children (36 toddler option and 96 preschool children). LPA met with director, Lisa Parker who gave LPA a tour of the facility. They are currently licensed for 140 children: 116 preschool in rooms 2,6, 7, 8, 9 and 24 toddler option in rooms 3 &4. There were 64 children present today and 11 staff members.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility has requested to provide care and supervision to 96 preschool children and 36 toddler option children for a total of 132 children. Hours of operation is Monday to Friday from 7am – 6pm.

Fire clearance received from Irvine County Fire Authority on 8/28/23 approving the requested capacity of decrease of 132 children (96 preschool and 36 toddler option children).

LPA inspected rooms 2,3, and 4 for the toddler option and rooms 6, 7, 8, and 9 for the preschool children. Each classroom was observed to have age-appropriate furniture and equipment. Individual storage space was available for each child within the classroom. Toys were observed to be clean and safe. There is carbon monoxide and fire extinguisher throughout the facility.

There are a total of 2 outdoor space for the toddler option and preschool children. The outdoor activity area is supplied with age and size appropriate equipment with adequate of cushioning materials made of rubber padding under the climbing structure and slide.
Total indoor measurement for the rooms is 5351.44 square feet.

Toilets: 12 X 15= 180 children
Sinks: 12X 15 = 180 children.

Outdoor Activity Space:
The facility has 2 designated outdoor playgrounds for the toddler option and the preschool. The toddler option outdoor space measurement is 3180.43 square feet. The preschool outdoor space measurement is 6716.91 square feet. The total measurement for both playground is 9897.34 square feet.

Based on the total measurements for the preschool and toddler option, the facility capacity will be reduced to 132 children (36 toddler option and 96 preschool children).

The Director will submit a waiver request for the preschool playground to accommodate the requested capacity of 96 preschool children.

The request for a capacity decrease will be submitted for final review. The facility will be notified if any additional information is required.

An Inspection and exit interview were completed with the director. The report was reviewed and discussed. Appeal Rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.

The facility representative was informed that the “Notice of Site Visit” must be posted for 30 consecutive days. The “Notice of Site Visit” must be posted on or adjacent to the door. Failure to post will result in Civil Penalties of $100.00.
