On 05/26/2021, the Regional Office received a complaint with allegation alleging Day care staff hit children in care.
During the course of investigation, LPA Tran interviewed 4 staff and 4 children at the facility on 05/31/2022. LPA Tran also reviewed facility’s Handbook regarding discipline policy.
During interviews, LPA Tran interviewed 4 staff and 4 children at the facility on 05/31/2022. All 4 out of 4 interviewed staff denied that they have ever used physical discipline for any children in care and had ever witnessed any staff hit children. All 4 interviewed staff provided consistent answers about facility's discipline policy, which includes redirection and giving child time to think about their behaviors, teachers will inform Director and parents may be contacted to work together with the school to manage child’s difficult behaviors. LPA Tran attempted to interview 7 children on 05/31/2022, only 4 out of 7 children were qualified for the interview. 3 out of 4 interviewed children, denied they ever got hit by any teacher. All 4 out of 4 interviewed children denied witnessing any other child get hit by teacher. Subject child did say teacher patted child on the back, child denied being hurt by teachers and could not give further details about the incident.
During record reviews, LPA Tran reviewed facility’s Handbook, which clearly stated the steps taken to discipline the children including verbal redirection, time-out, plan of action which is discussed during Teacher/Director/Parent or Guardian Conference.
Based on the information gathered from LPA's interviews conducted with 4 staff and 4 children on 05/31/2022, and record reviews facility’s Handbook and discipline polocy, there is insufficient evidence to corroborate the allegation that Day care staff hit children in care, therefore, the allegation regarding Day care staff hit children in care is unsubstantiated.
Exit interview was conducted. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalty of $100. “The licensee was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights.” This report LIC 9099 was provided to the director Seong Mi Son.
