Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek and LPA Mila Quinto conducted a case management inspection of the facility for the purpose of increasing their capacity from 40 to 84 preschool children by adding Rooms from school age program to the existing classrooms. LPAs met with director, Chunyu Hsu who gave LPAs a tour of the facility. The facility is located on the Chinese Cultural Community on the first floor. They are currently licensed for 40 preschool children in rooms 101, 102, 103, and 104. There were 33 napping preschool children with 4 staff in four rooms today.
The facility has requested to provide care and supervision to 84 preschool children ages 3 to 5 years old, Monday to Friday from 8:00 am to 7:00 pm.
Parents sign in and out their children manually in the lobby in front of the entrance of the building. The community Center is a two story building which the preschool is located on the first floor.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Parents provide morning/afternoon snacks and lunch for their children. Children nap on cots. Parents provide beddings for their children and are sent home on a weekly basis to be washed,
All areas identified on the Facility Sketch were inspected. If children become ill during the day, they will rest in the director's office, and use the adult restroom if needed until sick children are picked up.
Facility met all the licensing posting requirements.
Following was observed in all the rooms:
Age appropriate furniture and activities including educational, arts & crafts items.
Rooms are well ventilated with proper lighting and shade.

There is carbon monoxide in the hallway.

The measurement of the rooms according to updated numbers are as below:
Room 101 is: 477.59 square feet
Room 102 is: 502.70 square feet
Room 103 is: 496.86 square feet
Room 104 is: 502.45 square feet
Room 105 is 502.20 square feet
Room 106 is 481.04 square feet
Room 107 is 504.1 square feet
Total indoor measurement for the rooms are 3466.85 square feet divided by 35 square feet = 99.05
(99 children)

Total toilets: 6 X 15= 90 children
Total sinks: 8 X 15 = 120 children.
There is one toilet and one sink in classrooms 101, and 104. There is one sink in rooms 105, and 106. The are additional restrooms located outside the classrooms in the hallway. The preschool children are using the Girls' bathroom with 4 toilets with the sign stating "children's restroom". The director was reminded that children shall be escorted to and from the restrooms by an adult. A waiver will be requested to share the restroom area since there are 10 other stalls in this restroom additionally.

Outdoor Activity Space:
Total measurement of the outdoor space is: 7749.38 square feet divided by 75 square feet=103.33
(103 children).
Outdoor spaced is completely enclosed. Outdoor activity area is supplied with age and size appropriate equipment with adequate of cushioning materials under climbing structure and slide. Shade is provided by trees, and awning. There are two exit gates on the playground leading to parking lot. One is always locked

and the other one is opening by a push bar. The director stated the push bar gate cannot be locked according to Fire Marshal. Director stated one teacher is stationed in front of the push bar gate and another teacher on the other side leading to the other gate for better supervision of children when they are outdoor.
The facility has also a large gymnastic room that preschool children can use it on rainy days as outdoor space.

LPA gave a copy of the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. The director's Immunization, Mandated Reporter Training, Health and Safety Training are current. Her CPR and 1st aid is EMSA approved and expires 1//2025.

The director, Chunyu Hsu reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care- licensing/subscribe and select the Child Care option to receive email communication. Exit interview conducted and report was reviewed with the director, Chunyu Hsu.

Fire clearance approval has been received in our office to approve the capacity of 84 children.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Based on today’s measurements, the sinks and toilets availability, the request of the facility for increasing capacity to 84 preschool children in rooms 101, 102, 103, 104, 105, 106 and 107 will be final reviewed and discussed with management in the Regional Office and after receiving the following corrections. The facility will be notified if any additional information is required.



1- Securing the doll house in room 101
2- Securing 2 pieces of children kitchen items in room 102
3- Securing children's kitchen in room 103
4- Waiver request to share the restroom area for preschool children and others. For waiver please send a waiver request letter, LIC 999, LIC 500 and a photo of the restrooms to display the signs for children's use.

Updated LIC 500, LIC 308, and LIC 610, and LIC 309 were submitted to LPAs on today's date.
