During LPA’s initial visit on 05/31/2023, LPA interviewed Director and 4 staff. On 07/31/2023, LPA attempted to interview 7 parents. On 08/07/2023, LPA interviewed 1 staff member. Director denied the allegations stating they do not speak to the children in an impolite manner.
During the staff interviews, 5 out of 5 staff denied ever speaking to the children inappropriately when they do not follow instructions. 5 out of 5 staff denied ever hearing any staff member speak inappropriately to the children. 5 out of 5 staff members stated they have not heard or observed the Director speak inappropriately or raise their voice to the children.
On 08/06/2023 during a subsequent visit, LPA interviewed 8 children, only 4 children made disclosures. 4 out of 4 children stated staff at the facility do not speak to them inappropriately. 3 out 4 children mentioned that staff at the facility do not yell at them.
LPA attempted to interview 7 parents, but 4 parents were unavailable and did not return LPA’s call. 3 out of 3 parents provided positive feedback regarding the facility staff. Parents did not disclose any pertinent information related to the complaint allegations.
Based on LPA’s interviews conducted with Director, 5 staff members, 4 children and 3 parents, the allegation staff speak inappropriately to children in care may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.
Exit interview was conducted with Director Ira Dayani Vithanage. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalty of $100. Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights.
