During the investigation, LPA interviewed 5 staff including the director and 3 parents.

Reporting Party (RP) stated they noticed the new camera was facing toward the changing tables.

During staff interviews, Staff 1 (S1) stated there was a new camera installed on Monday, May 18th 2026, and S1 positioned herself covering the children while changing diapers. S1 stated the camera was un-installed and placed the camera on a different location after May 25th 2026. Staff 2 (S2) stated they had noticed a new camera was installed facing the changing area and was immediately reinstalled to a different part of the room. S2 stated they do not have information if camera is recording. Staff 3 (S3) stated they are not aware when the camera was installed. Staff 4 (S4) stated there was a new camera installed in the infant classroom and not aware of the intent of the camera. Director stated two cameras were installed on 5/16/26 in the infant classroom and the camera was inadvertently placed facing the changing table. Director also stated it was for admin purposes only and does not record. Director stated that when they received parent concern about the cameras on 5/18/26, that same night, the camera was not working since it has no charge and no battery. It was promptly removed and re-installed at a different location not facing the changing table.

During today's visit, LPA observed the cameras were taken out from the infant room. Director stated they completely uninstalled the cameras.

LPA interviewed 3 parents and none of the parents interviewed disclosed any information that could support the allegation except for 1 parent who was concerned there were no information given about the camera in the infant room.

No children were interviewed because children were non-verbal.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged facility has a camera exposing the child during diaper changing did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview was conducted with Director Sun Chung. Report was reviewed and discussed. The Notice of Site Visit was posted and must remain posted for 30 consecutive days. Appeal Rights were provided.
