On 1/6/2025, Licensing Program Analyst (LPA), Christine Jung, conducted an unannounced visit to the facility to deliver findings for a complaint that was received at the Orange County Regional Child Care Licensing Office. At 7:35AM, LPA met with Facility Representative, Alyssa Torres, and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of six (6) children and two (2) staff.

On 12/19/2024, the Orange County Regional Child Care Licensing Office received a complaint with the allegation listed above: Reporting Party (RP) alleged that facility staff left daycare child in wet clothing for an extended period of time.

On 12/20/2024, LPA made an unannounced visit to the facility and interviewed five (5) staff and four (4) children. Director provided LPA with facility roster, Admission Agreement, Parent Handbook, sign in and out sheets, and other documents pertinent to the investigation.

During investigation, LPA interviewed five (5) staff, four (4) children, and four (4) parents. Four (4) out of four (4) staff interviewed disclosed that there was a day that a child was allowed to stay in their wet shirt all day without being changed. Children interviewed did not disclose details to prove that staff did not change clothes for a child when the child’s clothes were wet. Parents interviewed did not provide any concern regarding the allegation.

The Orange County Regional Child Care Licensing Office has investigated the complaint alleging staff left daycare child in wet clothing for an extended period of time. Based on information gathered from LPA’s interviews and record reviews, the preponderance of evidence standard has been met, therefore the allegation is substantiated. California Code of Regulations, Title 22, Division 12 & Chapter 1, Section 101223(a)(2) Personal Rights is being cited; see LIC 9099D.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Natalie Hernandez.

DIrector stated that they will provide staff training regarding personal rights. Director stated they will submit personal rights training topics and training sign in sheets to LPA via email by due date.

Based on interviews and record reviews, the licensee did not comply with the section cited above in that, staff violated a child's personal rights by not providing safe, healthful, and comfortable accommodations, which posed a potential health, safety or personal rights risk to persons in care.
