32 | On 03/17/2026, LPA made an unannounced visit to the facility and interviewed staff. Director provided LPA with facility roster, attendance sheets, and other documents pertinent to the investigation.
During investigation, LPA interviewed five (5) staff and six (6) parents. Three (3) out of six (6) parents did not disclose any concerns regarding the above-named allegation. The other three (3) parents did not answer or call LPA back. During staff interviews, four (4) out of seven (7), including center director, staff stated that the facility had operated out of ratio. Three (3) staff denied that the facility had operated out of ratio.
During LPA’s record review, LPA obtained and examined staff transcripts and discovered that S1 has obtained 6 Early Childhood Education (ECE) units and S2 has obtained 9 ECE units. which did not meet requirements of 12 ECE units to be a fully qualified teacher. According to California Code of Regulations, Title 22, Division 12 & Chapter 1, Section 101216.3 Teacher-Child Ratio (a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance. Based on record review of teacher qualifications and observation conducted during inspection on 06/03/2026, due to S1's and S2's lack of requirements in ECE units, no fully qualified teacher was observed providing care for 22 preschool children on facility's playground, hence, facility was operating out of ratio.
The Orange County Regional Child Care Licensing Office has investigated the complaint alleging staff is operating out of ratio. Based on information gathered from LPA’s interviews and record reviews, the preponderance of evidence standard has been met, therefore the allegation is substantiated. California Code of Regulations, Title 22, Division 12 & Chapter 1, Section 101216.3(a) Teacher-Child Ratio is being cited; see LIC 9099D.
Due to the Type A violation, the licensee shall post and provide copies of the report to parents/guardians of the children in care at the facility by the next business day and shall provide to the parents/guardians of children newly enrolled at the facility during the next 12 months. In addition, the licensee shall immediately post upon receipt the Proof of Correction for 30 consecutive days and provide a copy to current and enrolling parents. The licensee is to keep Acknowledgement Receipt (LIC 9224) signed by parents in each child’s file. Failure to post Type A reports for 30 days will result in a Civil Penalty of $100.00
A notice of site visit was given and must remain posted for 30 days.
