children's bathrooms are clean and sanitary. Infant changing tables are placed within arm’s reach of a sink and have at least 1 inch cushion mat and 3 inches border. The facility has age appropriate furniture and equipment including, but no limited to, cribs, cots, or mats, changing table and feeding chairs. A baby walker was not observed during today’s visit. Director reports there is no smoking allowed in facility.
The Director was advised that bedding sufficient to change daily is required. A technical advisory is being issued.
The facility has indoor activity space for infants that is physically separate from space used by preschool childcare center. The toddler program is conducted in areas physically separate from those used by older or younger children. The facility has conducted an emergency drill within the past six months on January 2022. The facility has a working carbon monoxide and smoke detector and fire extinguisher. Facility met all posting requirement. The California Child Passenger Safety Law was posted by the entrance of the facility.
During inspection LPAs observed water coming into infant room and hallway from the outside accumulating on floor. A Citation under Buildings and Grounds is being issued. LPAs viewed an outside fence under four feet, a technical violations being issued as Director reports this is how the facility was licensed.
Staff files were reviewed for staff present during the facility inspection this date; 3 staff files were reviewed. Health screening and immunization's as required were reviewed. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a child care center if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for 3 staff were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporting training, and to renew the training every two years. One out of three staff files had an expired Mandated Reporter Training, the one expired in 2021 but at end of visit Director showed a certificate completed on today's date.. A technical violation is being issued as staff was out of compliance since 2021. Director present possesses current EMSA approved Pediatric CPR/First Aid certifications, which expires 08/2023.
Children's records were reviewed, and there was a separate, complete and current record for each child. A random sample of 6 children's files were reviewed for documentation of the child’s name, address, and telephone number of the child’s authorized representative and of relatives or others that can assume responsibility for the child if the authorized representative cannot be reached when necessary (LIC 700)
