On 09/07/2022, Licensing Program Analyst (LPA) Tina Nguyen conducted an unannounced visit to deliver the findings regarding the above complaint allegation. This complaint investigation had been started on 07/08/2022 by LPA Tina Nguyen. LPA Nguyen met with director Savithri de Alwis and Kristinega Peralta. LPA Nguyen touted the facility. The Covid-19 Emergency Response questionnaires were asked.
There was a total 32 preschool children with 4 staff observed during the inspection. A review of staff records on this date indicated that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.
On 07/08/2022, our office received a complaint, and the complainant reported that Staff hit child. The complainant disclosed children disclosed to complainant that a childcare staff (name not provided) hit a unknown child on the head and butt. The complainant states that complainant is unsure if the incident happened on 7/6/22 or not. The complainant did not have any additional information and was not aware of any injuries.

During the investigation, LPA interviewed 4 staff members and no disclosures were made by any staff member. All interviewed staff members denied of hit the child on the head and butt. No staff members disclosed witnessing any staff hit any child. Interviewed staff stated if the children misbehaved or did not listen to the staff, the teachers would get down to the children’s level to talk to them and try to redirect the children to different activities. Interviewed staff also disclosed they are always trying to teach the children to make good choices and do the right things.
LPA Nguyen contacted five parents by phone and was able to interview two parents. All two interviewed parents stated they did not have any concern with facility. Interviewed parents never witnessed any staff member handling children roughly.
LPA Nguyen also conducted interviews with 5 children. All interviewed children indicated that teachers are nice.
Based on the information gathered from LPAs' interviews and reviewing records, there is insufficient evidence to corroborate the allegation of Staff hit child. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged staff hit child did or did not occur, therefore the allegation is UNSUBSTANTIATED.
Exit interview was conducted. The Notice of Site Visit was posted. Appeal Rights was explained. A copy of appeal rights (LIC 9058 1/16) was provided. First level appeal is to Regional Manager, address is above on the report.
