On 01/24/2025, Licensing Program Analyst (LPA) Castro conducted a subsequent case management inspection to follow up on a self-reported unusual incident that was submitted to CCL Regional Licensing Office on 01/13/2025. It was reported by Kari Kimbrough, Director. According to the Director, the unusual incident occurred on 01/10/2025. According to director, Parent/Caretaker of Child 1 (C1) came in and stated that Child 2 (C2) had put their hands in C1's underwear and touched them.
During today's inspection a tour of the facility was conducted, and census was taken: LPA observed 21 children in the shared classroom with 2 teachers. LPA observed children getting ready to go outside and play. During today's inspection, the facility was observed operating within its licensed capacity and within compliance of staff to child ratios. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances.
Three (3) staff were interviewed. All interviewed staff provided consistent statements about following facility’s supervision procedures. Interviewed staff also denied witnessing the alleged incident between C1 and C2. Two (2) children were interviewed. The two (2) interviewed children did not disclose any information to confirm the incident did occur. LPA was informed that according to staff, C1 and C2 will be closely monitored if playing together. They are not allowed to sit next to each other during meal or nap time(s). Director will consider moving one child out of the current classroom. According to director, re-training on care and supervision will be conducted and mentioned during an upcoming staff meeting on 02/17/2025.
In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. Appeal Rights and deficiency were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Kari Kimbrough.
