On 10/27/2025, Licensing Program Analyst (LPA), Alma Castro, conducted an unannounced visit to initiate a complaint that was received at the Orange County Regional Child Care Licensing Office. LPA met with facility representative, Laure Chaalan and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 17 infants and 5 staff.

During the inspection it was determined the facility is operating within its licensed capacity. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

On 10/22/2025, the Orange County Regional Child Care Licensing Office received a complaint that alleges: 1) Unqualified staff providing care and supervision and 2) Director is not on the facility premises during the hours of operation.

During the investigation, LPA Castro interviewed nine (9) facility staff, of which six (6) were infant staff. LPA also reviewed six (6) infant staff files. During infant staff interviews, three (3) out of six (6) infant staff disclosed that they had witnessed Staff 1 (Staff 1) being left alone to supervise and care for infant children while they were awake. During record review, it was discovered that 1 out of 6 infant staff did not have the proper Infant/Toddler qualifications to be left unsupervised with infant children.

The Orange County Regional Child Care Licensing Office has investigated the complaint alleging 1) Unqualified staff providing care and supervision and 2) Director is not on the facility premises during the hours of operation.Based on information gathered from LPA’s observations, interviews and record reviews, the preponderance of evidence standard has been met, therefore the allegation is substantiated. Two (2) type B deficiencies will be cited. Refer to LIC9099D for more details.

Exit interview was conducted. Notice of Site Visit was posted during the visit. Laure Chaalan was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Director was provided a copy of their appeal rights and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager to the address listed above.
