The Orange County Childcare Office received a complaint on 8/12/2025, with two allegations (1) Facility is operating out of ratio and (2) Unqualified staff providing care and supervision to daycare children.
During the investigation LPA interviewed four staff, reviewed staff files, reviewed staff timecard, reviewed children sign/sign out records, and interviewed five parents.
Reporting Party (RP) alleges facility is operating out of ratio. RP stated, “Kiddie Academy does not meet the licensing requirements regarding meeting ratio, especially in the mornings and late afternoons.” RP mentioned “The two toddler classrooms are combined, which is not ideal or right, as the older toddler classroom holds its separate license; this situation has been ongoing for some time now.” On 8/13/2025, LPA arrived at the licensed facility at 7:50 AM and found the facility to be operating in compliance of staffing ratio. LPA interviewed four staff that work inside the preschool and toddler option program. All staff interviewed knew the Teacher- Child Ratio regulation for toddlers and preschool age children. All staff interviewed stated they have not been out of ratio and have not witnessed other staff being out of ratio. Staff also mentioned they do not commingle children from different programs. LPA reviewed staff time cards and children sign in/sign out records from 8/14/2025 through 8/15/2025 and couldn't find the facility operating out of ratio.
On 8/26/2025, LPA contacted 14 parents via telephone call. Out of 14 parents called, five parents were able to be interviewed via phone call. Parents interviewed did not divulge any information pertaining to the allegation alleging the facility is operating out of ratio.
RP alleges unqualified staff providing care and supervision to daycare children. RP mentioned a couple of teachers in the toddler classroom are not qualified, including in the older toddler classroom, where they don't have their child development units completed; they are often left to care for the children alone. On 8/13/2025 and 9/2/2025, LPA reviewed files for staff caring for children inside the preschool and toddler option program. Staff caring for children all had the required Early Childhood Education or Child Development units to supervise children alone. During staff interviews on 8/13/2025, staff stated they haven’t witnessed unqualified staff caring for children alone.
