On 6/24/2026, Licensing Program Analyst (LPA), K. Navar conducted an unannounced complaint inspection for the purpose of delivering findings. This is a continuation of a complaint inspection initiated on 04/08/2026.

Upon arrival LPA met with Facility Represenative Cassandra Gonzalez and was led on a tour of the facility both inside and outside. LPA observed a total of 45 preschool children along with 5 staff. 10 toddler option children with 2 staff, and 4 infants with 2 staff. LPA then met with Facility Represenative Laura (Gabby) Johnson who continued the inspection.

A review of the Facility Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios. Continue to page 2.

On 04/01/2026, the Orange County Child Care Office received a complaint alleging: 1) Staff handles daycare children in a rough manner. 2) Staff yells at day care children. Reporting Party (RP) said that child #1 (C1) had bitten another child and staff #3 (S3), frustrated, grabbed C1 by the face, squeezing C1’s mouth and chin, pushed C1 against a wall, forcing C1 to sit down, and proceeded to scream at C1 not to bite.

During the investigation, LPA inspected the facility unannounced on 04/08/2026 and 05/12/2026, conducted classroom observations, and obtained documents; Personnel Roster, Children’s Roster, My Path, interviewed 7 (seven) staff (S1-S7), reviewed (3) incident reports for C1, and 5 (five) staff files, attempted 5 parent interviews, and no interviews with infants due to limited vocabulary.

During unannounced facility inspections on 04/08/2026 and 05/12/2026 LPA conducted classroom observations and playground time. During observations staff were supporting, supervising and engaging with infants.

Regarding allegation, “Staff handles day care children in a rough manner.” During LPA interviews, Staff stated the following: Child’s personal rights are to treat the child with dignity, respect, and not to deny them any of their daily needs. There was a child C1 who was biting a lot and that staff would provide support to C1 by redirecting C1 to an area of interest, provide activities that talk about biting, write incident reports for both the child who bit and the child who was bitten. All staff members interviewed stated they have not handled a child in a rough manner or witnessed a child being handled in a rough manner by another staff member. There are cameras in the classroom that parents have access throughout the day and that staff themselves have not received or heard from other staff of any parent concerns regarding an infant being handled in a rough manner or yelled at.

During LPA interview with director, director stated a family had disclosed to them that they were informed that S3 handled C1 aggressively. There were no dates provided of when the incident took place, Director stated after the internal investigation, there were no observations of S3 handling a child in a rough manner, and that S3 does not have any history of write ups on record. Director stated if a staff member was to handle a child in a rough manner, that there would be a course of action that took place from administration. Director also stated there is live video footage in the classroom and that they are not able to go back to review camera footage from previous recordings. Continue to page 3.

LPA conducted file review for 5 staff members and found Child Mandated Reporter Certificates to be current and that staff qualifications with early childhood units/infant units to be in compliance. During interview with S6, S6 stated if a staff member would handle a child in a rough manner that there would be a course of action that took place from administration.

LPA reviewed C1’s file and observed incident reports dated 03/05/2026 and 2 (two) reports on 03/06/2026 regarding biting.

Regarding allegation “Staff yells at day care children. Staff interviewed stated the following: They have not heard a staff member yell at day care children and that they will use a non-threatening tone of voice when needed to protect the well-being of an infant.

LPA conducted live camera observations on 5/12/2026 of Infant 1 and Infant 2 classrooms. During observations LPA observed staff in Infant 1 and Infant 2 classrooms to be calm and caring for infants’ daily needs. LPA was not able to observe voice tone due to video not recording audio.

During parent interviews. LPA called 5 parents and LPA was able to interview 2 parents. The 2 interviewed parent did not divulge any information pertaining to the allegation.

Based on LPA observations, interviews, and records review; the preponderance of evidence standard has not been met. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations of 1) Staff handled day care children in a rough manner; 2) Staff yells at day care children; did or did not occur; therefore, the allegations are UNSUBSTANTIATED.

Exit interview conducted and report was reviewed with Facility Representative Laura (Gabby) Johnson. The Facility Representative was informed that the “Notice of Site Visit” must be posted on or adjacent to the door for 30 days. Failure to post will result in a Civil Penalty of a $100.00.
