On 04/01/2026, the Orange County Child Care Office received a complaint alleging: 1) Staff handles daycare children in a rough manner. 2) Staff yells at day care children. Reporting Party (RP) said that child #1 (C1) had bitten another child and staff #3 (S3), frustrated, grabbed C1 by the face, squeezing C1’s mouth and chin, pushed C1 against a wall, forcing C1 to sit down, and proceeded to scream at C1 not to bite.
During the investigation, LPA inspected the facility unannounced on 04/08/2026 and 05/12/2026, conducted classroom observations, and obtained documents; Personnel Roster, Children’s Roster, My Path, interviewed 7 (seven) staff (S1-S7), reviewed (3) incident reports for C1, and 5 (five) staff files, attempted 5 parent interviews, and no interviews with infants due to limited vocabulary.
During unannounced facility inspections on 04/08/2026 and 05/12/2026 LPA conducted classroom observations and playground time. During observations staff were supporting, supervising and engaging with infants.
Regarding allegation, “Staff handles day care children in a rough manner.” During LPA interviews, Staff stated the following: Child’s personal rights are to treat the child with dignity, respect, and not to deny them any of their daily needs. There was a child C1 who was biting a lot and that staff would provide support to C1 by redirecting C1 to an area of interest, provide activities that talk about biting, write incident reports for both the child who bit and the child who was bitten. All staff members interviewed stated they have not handled a child in a rough manner or witnessed a child being handled in a rough manner by another staff member. There are cameras in the classroom that parents have access throughout the day and that staff themselves have not received or heard from other staff of any parent concerns regarding an infant being handled in a rough manner or yelled at.
During LPA interview with director, director stated a family had disclosed to them that they were informed that S3 handled C1 aggressively. There were no dates provided of when the incident took place, Director stated after the internal investigation, there were no observations of S3 handling a child in a rough manner, and that S3 does not have any history of write ups on record. Director stated if a staff member was to handle a child in a rough manner, that there would be a course of action that took place from administration. Director also stated there is live video footage in the classroom and that they are not able to go back to review camera footage from previous recordings. Continue to page 3. |
