32 | On 6/3/2025, LPAs Jung and Carreiro made an unannounced visit to the facility and interviewed five (5) staff and three (3) children. Facility provided LPAs with facility roster and LIC 500 for investigative review.
All staff and children interviewed stated that there has never been a plumbing issue at the facility.
Interviewees shared an instance when children clogged the toilet by flushing paper towels, but this did not lead to plumbing issues. Staff stated that there are cleaners that come to the facility nightly, and there are no bad odors. One staff interviewed admitted that they were mistaken regarding the plumbing issue. They stated that the smell was caused by the children’s urine, not issues with plumbing. Children interviewed also stated that they have never seen the toilets broken. Two (2) out of three (3) children interviewed stated that sometimes the restroom smells bad. One (1) out of the two (2) children who smelled a bad odor in the restroom stated that it was due to urine, but the restroom no longer smells bad.
Parents interviewed did not provide any information regarding the allegations listed above.
The Orange County Regional Child Care Licensing Office has investigated the complaint alleging (1) staff are not keeping facility free of odor and (2) staff do not have plumbing issues corrected in a timely manner: although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
No deficiencies cited and report was reviewed with the Director, Ying Sun.
A notice of site visit was given and must remain posted for 30 days.
