Licensing Program Analyst (LPA) Mila Quinto and Licensing Program Manager (LPM) Monica Cuddy conducted a case management inspection of the facility for the purpose of the facility increasing their capacity from 30 to 46 preschool children to add preschool toddler and adding Room 46 to the existing classroom. LPAs met with director, Susan Wahl and Aida Guadarrama. They are currently licensed for 30 children in room 61. There were 17 preschool children and 3 staff members.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility has requested to provide care and supervision to 46 preschool children; 16 toddlers ages 18 months to 36 months and 30 preschool children ages 2 years to 5 years old. The hours of operation are from Monday thru Friday, 7:30am-4:00 pm.

LPA and LPM inspected room 46. The classroom was not ready. The furniture has not been set up. The Director stated a portable sink and changing table will be installed in the classroom. LPA observed exposed wire located on the back wall next to the window. The children will use the bathroom across the blacktop. The toddler program will have an exclusive use of this bathroom by keeping it locked when not in used.

There is a fire extinguisher in the room, however the carbon monoxide detector has not been installed in the classroom.

As of today’s visit, the room measurement for the classroom is 901.44 square feet.
Toilets: 3 X 15= 45 children
Sinks: 3 X 15 = 45 children.

Outdoor space is completely enclosed. The outdoor activity area includes a play structure designed for ages 2 to 5 years old with adequate cushioning materials made of rubber mat. There is a bike trail area on the cemented open area for children to play. The facility submitted a waiver request to share the playground. Licensee plan to use baby buggies to transport toddlers from across campus to preschool playground.

Outdoor Activity Space was previously measured at 3348.74 square feet.

LPA discussed the safe sleep regulations with director, Susan Stahl and discussed the Child Care Licensing Safe Sleep webpage at

The facility is not ready to be license at the time of the inspection. Another inspection is required for final assessment. The application will be final reviewed and discussed with management in the Regional Office and after receiving the following corrections. The facility will be notified if any additional information is required. Exit interview conducted and report was reviewed with Susan Stahl.
1. Furniture including diaper changing table, portable sinks and equipment for the toddler.
2. Installation of carbon monoxide.
3. Repair the exposed wiring in the room.
4. A plan to prevent children under 2 years from using the play structure.

An exit interview was conducted with the director.

The Notice of Site Visit was given and discussed it must be posted as required by H & S Code Sec. 1596.817. Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100.00
