On 1/07/2025 Licensing Program Analyst (LPA) Valdez Santana made an unannounced visit to Nobis Montessori for the purpose to deliver findings of a complaint received. Upon arrival, LPA was met by Director, Catalina “Cathy” Sanchez. Director was explained the reason for today’s visit. LPA was provided a tour of the facility and observed 4 Staff and 16 preschool-age children at the time of the inspection.
A review of the Facility Personnel Report Summary conducted on today’s date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
On 10/11/2024 a complaint was filed with the Licensing office stating, Facility did not maintain a comfortable temperature for children in care and Facility allowed an unqualified staff to provide care and supervision to day-care children. Reporting Party (RP) stated the A/C was not working in Room 3 during the Summertime and that the kids were complaining that it was hot in the facility. RP reported that the temperature was 89 degrees in that classroom. RP also stated the director said that staff #1 (S1) has only completed three (ECE) units. Page 1 of 2.

During the course of investigation, LPA interviewed 3 staff members, 2 parents and 3 children. LPA also obtained a Children’s Roster and Personnel Report.

Regarding allegation Facility did not maintain a comfortable temperature for children in care:


During the staff interviews, Staff #1 (S1), stated the a/c does work, every room that S1 has been in the a/c works but S1 hasn’t been at the facility very long. Staff #2 (S2) stated the a/c does not work in Room 3 and room 5, for about 10 months. Room 5 is not in use so S2 is not sure for how long that one has not been working. When asked what they did during the summer heat waves, S2 said the staff open the partition between room 3 and 4. Staff also put a fan in there. Someone came out recently to quote, it was a lot. S2 has talked to the owners about it and sent them pictures. Staff #3 (S3) stated the a/c has not been working for about a year but could not recall up to how hot the classrooms got.

Regarding allegation Facility allowed an unqualified staff to provide care and supervision to day-care children:

S1, disclosed having over 30 units but only 3 ECE units were confirmed. S1 stated S1 is not left alone with children in the afternoons. S2 also stated S1 is not left alone with children in the afternoon. S1 is an elementary teacher in the morning and an aide in the afternoon for the preschool program. S3 stated S1 is not alone with preschool children.

LPA interviewed 3 children and no disclosures were made. Five parents were called for interviews, LPA was able to interview two parents. Two out of two parents interviewed did not make any disclosures about the facility.



Based on the information gathered from LPAs’ interviews, observation, and records reviewed, the preponderance of the evidence has not been met. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation of Staff did not provide adequate supervision to day care children and Facility allowed an unqualified staff to provide care and supervision to day-care children. did or did not happen; therefore, the allegation is UNSUBSTANTIATED.
Exit interview was conducted. The Notice of Site Visit was posted. Appeal Rights was explained. A copy of appeal rights (LIC 9058 1/16) was provided and their signatures on this form acknowledges receipt of these rights. First level appeal is to Regional Manager, address is above on the report.
