Licensing Program Analyst (LPA) P Rivas conducted an unannounced case management visit for the purpose of decreasing the capacity from capacity of 69 preschool children . LPA was assisted by Director/Applicant Susan Foster

The facility has requested to provide care and supervision to 37 pre school children, ages 24 months to 6 years old and 24 toddlers ages 18 months to 3years old, Monday to Friday from 7:00 am to 6:00 pm. Toddlers are cared for in Room #1 and preK children are in rooms 2 and 3. Children are dropped off, signed in and out manually outside the classroom . The facility has met all the posting requirements .

The facility is currently licensed for 45 preschool children ages 2 to 6 years old in rooms 2 and 3 an 24 toddlers from toddler Component ages 18 months to 36 months old in room1(separated by a partition)Monday to Friday 7:00am to 6:00pm. Ms. Foster reports waiver to share playground is in place. LPA is requesting copy of waiver if not found, provide a written request. LPA observed four staff and 22 pre schoolers(two teachers) and 8 toddlers (two teachers) in care. The facility representative, Susan Foster was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
The indoor activity space measurement for the current requested capacity was based on measurement of 07/13/23 and is as follows:
Room # 1 for toddlers from Toddler Option Component is: 905.84 square feet divided by 35 is 25.85 (enough for 26 children)
Room # 2 for preschool: 905.84 square feet

Room # 3 for preschool: 899.89 square feet
Total indoor space: 2711.55 square feet divided by 35 = 77.47 (77 children)
The facility is equipped with carbon monoxide detector. The classrooms have age appropriate toys and equipment. Staff and director CPR and 1st aide are current. LPA viewed that the window bar releases in rooms 2 and 5 were operational
Total children's sinks and toilets:
Toilets: 6 x 15 = 90 children (3 toilets for preschool and 3 toilets for toddler option component).
Sinks : 8 x 15 = 120 children
Office is for isolation area and staff bathroom is located in the office which are used for sick children.
Room # 1 has a restroom with 3 toilets and 3 sinks that are designated to be used just for toddlers in this room. There is one sink in this classroom. Preschool has their own restroom with 3 toilets and 3 sinks in Room # 2. There is one sink in this classroom.
Total outdoor measurements activity space:
5951.39 divided by 75 = 79.35 (79 children).
The outdoor space has age appropriate toys and equipment with adequate cushioning under the swings and slides (sand). Shade is provided by trees. The preschool playground is shared with children from Toddler Option Component on a different scheduling. Applicant states there is a waiver on file for 12 toddlers to use the playground on a rotation basis. LPA advised if applicant could not locate waiver to provide copy or a new request.
LPAs, Trinh and Valdez Saldana arrived during visit to conduct a triannual visit on infant license #304371580
Based on today's visit the following is needed prior to decrease in capacity;
1. Fire clearance
2. Waiver for 101804 (e)- outside activity space (if can not locate prior approved waiver)
3. Final review by management.
A notice of site visit was given to Ms. Foster and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
Exit interview was conducted and report was reviewed with the licensee/ Applicant, Ms. Foster . Appeal rights were discussed.
