Licensing Program Analyst (LPA) Aiddee Nunez conducted an announced Case Management inspection for the purpose of facility's request to add a toddler option to their preschool program. LPA met with Assistant Director Michelle Nazzareno and Nicole Royston. Currently the facility is licensed for 185 children ages 2 to 6 years old in rooms 1 (Johnny 1), 2 (Johnny 2), 3 (Johnny 3), 4 (Ruby 1), 5 (Ruby 2), 6 (Bluebell), 7 (Poppy PT), 8 (Poppy 2) and 9 (Poppy 1). The facility has requested to include 24 toddlers ages 18 to 36 months old from Toddler Option Program in Rooms 7 (Poppy PT), 8 (Poppy 2), 9 (Poppy 1) included in the total capacity of 185 children without changing the total capacity of 185 children on the preschool license.

LPA was given a tour of the preschool classrooms inside and outside by Assistant Director Michelle Nazzareno. LPA observed the facility was following CDC and Dept of Public Guidelines. Census was taken. There was a total of 80 preschool children with 21 staff members and 6 toddlers with 4 staff members present today.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Classrooms are adequately equipped with age and size appropriate furniture and equipment including the requested adding rooms 7 (Poppy PT), 8 (Poppy 2) and 9 (Poppy 1). Drinking water is available inside by children’s personalized water bottles and water fountain inside the classroom. Sign in/Sign out procedure is electronically and was reviewed and meets regulation requirements. There is a working smoke detector, carbon monoxide detector and fire extinguisher that meet statutory requirements. Cubbies available for storage of individual child’s personal belongings and/or bedding


Napping equipment (mats) are stored in a locked storage room in each classroom. Bedding will be washed weekly by the parents.

Fire clearance approval has been received to add rooms 7, 8, and 9 as Toddler Option Rooms for 24 toddlers.
All the nine classrooms measured:
Total indoor activity space : 6,489'64 divided by 35 = 185'41 (185 children)
The Toddler Option Rooms 7, 8, and 9 measurements are: 1,206.87 sqft divided by 35= 34.47 (33 children).

Bathrooms: children's bathrooms in the facility are consisted of:

Total sinks : 26 X 15= 390 children / Total Toilets: 17 X 15= 255 children . Each classroom has sinks and toilets inside, with additional adult restrooms on the premises.



Toddler Option Rooms 7 and 8 will be sharing the restroom and have 3 toilets and 3 sinks which is included in the total above and the restroom is located in between the two classrooms. Room 7 and Room 8 will be sharing the restroom.

Toddler Option Room 9 has its own restroom in the classroom and has 2 sinks and 2 bathrooms which is included in the total above.

The outside activity area measurements: The Facility has two play yards for preschool children:

The facility will use the small yard for the toddler option program.
  • Each Play yard is fully enclosed by an appropriate fencing
  • Drinking water is available outdoors by personal water bottles and will provide water bottles for children that don't bring their water bottles.
  • Outdoor activity space is supplied with age and size appropriate equipment, including climbing play structures and outdoor activity toys.
  • There is an exit door at the end of the each play yard, this is an Egress exit, Applicant has installed an Alarm bell on the top to alert the staff if the door is accidentally accessed.
  • An adequate amount of cushioning material: soft cushion is used to absorb the falls
  • Adequate shade is provided by shaded structure and Sails.
  • Children shall access the play yard from exit door of the classrooms
  • The play structure is safe for the age group to be served (18-36 months of age)
  • Sails are used as a shade over the climbing structures and sandboxes.
Total outdoor activity space ( 2 play yards)= 11,594'23 divided by 75 = 154'59 (155 children)

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
Every 15 minutes check on children under 24 months old while napping was discussed with assistant director, Michelle Nazarreno.

Notice of Site Visit : A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Notice of Site Visit must be posted for 30 days or $100 civil penalties will be assessed.
Exit Interview : An exit interview was completed with assistant director, Michelle Nazzareno. The report and appeal rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Licensing office within 15 business days.
The facility was in compliance with Title 22 requirements at the time of the inspection. Based on today’s measurements, and the sinks and toilets availability, this center has sufficient indoor and outdoor activity space to support the capacity of 185 including 24 toddlers ages 18 to 36 months old in rooms 7, 8, and 9.
The facility representative will be notified if any additional information is required. After final review an updated license will be issued.
