Complainant stated a child was being discriminated against due to the child’s behaviors, was not following the parent handbook and has not been notified or given an incident report. Complainant also stated that the facility is not providing proper supervision to children in care.
During staff interviews, stated that the facility is within compliance with children's personal rights regulation. Staff stated they tried different strategies to redirect child 1 (C1) in class; however, they have not been successful as C1’s behavior sometimes disrupts other children in class. Staff stated the facility received complaints from other parents regarding C1’s behaviors. Staff provided consistent statements regarding procedures for notifying parents of incidents, children’s behavior and following the parent handbook. During interviews regarding the facility not providing proper supervision to children in care, staff provided consistent responses about supervision procedures including always keeping an eye on children and never leaving a child unattended.
On 11/18/2024, LPA called nine (9) parents requesting an interview. Three parents were reached. The parents interviewed did not express any concerns related to the allegations and did not provide any information that could corroborate the allegations. The rest of the parents did not respond to the Department’s request for an interview.
LPA attempted to interview six (6) children, however; the children were not qualified for the interview due to being too young.
Based on LPA’s observations, documents reviewed, and interviews conducted, the allegations (1) facility staff is discriminating against child, (2) facility is not following parent handbook, and (3) facility staff are not providing proper supervision was not met therefore the above allegations are found to be UNSUBSTANTIATED. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Exit interview was conducted with Director, Karla Barba. Notice of Site Visit was posted during the visit. Director was informed that the notice of site visit must be posted for 30 consecutive days. |
