On 04/16/2026, Licensing Program Analyst (LPA), Alma Castro, conducted an unannounced subsequent visit to the facility to deliver the findings for a complaint that was initiated on 02/25/2026. LPA met with assist director, Jasmine Woods and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 12 napping children and 3 staff.

On 02/25/2026, the Orange County Regional Child Care Licensing Office received a complaint with the allegation listed as: (1) Staff does not report incident to daycare child’s representative party in a timely manner, and (2) Daycare child sustained injury due to staff neglect or physical abuse.
On 02/25/2026, LPA made an unannounced visit to the facility and interviewed staff and attempted to interview children. Director provided LPA with facility roster, accident/injury reports, biting reports, observation reports, Parent Handbook and other documents pertinent to the investigation.

During investigation, LPA conducted observations on teacher-child interactions during inside and outdoor playtimes. LPA interviewed six (6) staff. During the course of the investigation, LPA Castro contacted 14 parents, but only two (2) were interviewed. Due to age, children did not qualify to be interviewed.
Regarding allegation (1) Staff does not report incident to day care child’s representative party in a timely manner, LPA Castro reviewed accident/injury reports ranging from 12/2025 until 02/2026, biting reports from 01/2026 until 02/2026 and facility’s observation reports for month of 02/2026. Documents show that the facility notified parent/caregiver of accidents/injuries and biting reports. All six (6) interviewed staff provided consistent statements about following facility’s procedure for notifying parent/caregiver of injuries that occur at the facility. Two (2) out of two children did not qualify to be interviewed. All two (2) interviewed parents did not disclose any concerns regarding the allegation regarding reporting incident to child’s responsible party in a timely manner.

During record review, LPA examined accident/injury reports and date(s) reflect parent/caregiver being notified in a timely manner. According to Kiddie Academy’s ‘Parent Essentials’ handbook, it states the following: “Sometimes children are involved in various “incidents” worth documenting. You will be notified of these events through an incident report form that will be provided to you when you pick up your child. The form requires your signature, thereby letting us know you have been made aware of your child’s accident/incident…”. Observation reports were explained to LPA Castro by the directors as: behavior reports used for documenting consistent irregular behavior. These documents are given to parent/caregiver upon request only. Records indicate that child 1(C1)'s parent/caregiver requested and received the observation reports on the same day they requested them.

The observation reports were initially documented starting 02/02/206 until 02/24/2026, but were not given to parent/caregiver until 02/19/2026 and thereafter upon request. Facility representative, Karla Barba, also provided a typed declaration stating that “On Thursday, 02/19/2026, Child 1’s (C1’s) parent/caregiver requested copies of the observation reports concerning C1’s behavior. We have provided child's parent/caregiver with physical copies of the reports. These reports reflect classroom observations and behavior notes recorded during the month of February”. Since the 02/25/2026 inspection, assistant director disclosed that the facility is working closely with C1's family to develop a plan to address the child's needs.

Regarding allegation (2) Day care child sustained injury due to staff neglect or physical abuse, LPA observed teachers providing supervision during indoor/outdoor time with the children in care. Staff demonstrated age-appropriate interactions with children in care. All six (6) staff interviewed provided consistent statements about the facility’s care and supervision policy, as well as positive guidance and re-direction. All six (6) staff interviewed provided consistent statements about aiding children during injuries and providing medical treatment, if necessary. Two (2) out of two children did not qualify to be interviewed. All two (2) interviewed parents did not disclose any concerns regarding the allegation. During record review, LPA Castro examined the facility’s Enrollment Agreement, Parent Handbook (Parent Essentials), Accident/Injury Reports and Observations Reports and other relevant documents.

The Orange County Regional Child Care Licensing Office has investigated the complaint alleging (1) Staff does not report incident to day care child’s representative party in a timely manner, and (2) Day care child sustained injury due to staff neglect or physical abuse. Based on the information gathered from LPA’s interviews and record reviews, although the allegation may have happened or is valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.



Appeal Rights were explained. The Licensee was provided a copy of appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the regional manager to the address listed above. A notice of site visit was given and must remain posted for 30 days.
