Licensing Program Analysts (LPAs) Pat Rivas, Mila Quinto and Crystal Green conducted an announced Case Management Licensee initiated inspection at the above facility for the purpose of increasing the preschool capacity from 24 children to 46 children by adding one new room (Room2) to the existing license. LPAs met with director, Fazreen Shariff who gave LPAs a tour of the facility.

LPA observed 20 preschool age children with two staff members, providing care and supervision to the children in Rooms 1 . Currently facility is licensed for 24 preschool children, in room 1. Facility is operating within it's licensed capacity. LPAs inspected classroom1 and observed age appropriate furniture and equipment. Individual storage space was available for each child within the classroom. Toys were observed to be clean and safe . Smoke detectors and fire extinguishers were located throughout the facility. LPAs observed children to have access to water via water bottles. LPAs inspected two toilets and two sinks currently accessible to children in classroom 1. They were observed to be in good conditions.

LPAs inspected classroom #2 and the following was observed in the classroom. Classroom is adequately equipped with age and size appropriate furniture and equipment. Drinking water will be available inside through personalized water bottles, pitcher and Dixie cups. Sign in/Sign out procedure will remain the same. Facility has in-built smoke detectors & carbon monoxide detector. Cubbies available for storage of individual child’s personal belongings. Napping equipment: Children in this program will nap on cots, beddings and blankets will be provided by the parents and washed weekly. Additional sheets are available if needed. Facility has a full day and part day program. The parents provide AM/PM snacks and lunch to children.

On today’s inspection classrooms 1 and the new classroom 2 were measured.

LPA measured the Preschool classrooms (Room 1 & 2 of building 2).

Total capacity:
Indoor activity space :1722.09 square feet divided by 35 = 49
Outdoor activity space; 3630.84 square feet divided by 75 Square feet=48.41

Total toilets and sinks available to children : Total sinks 4 X 15= 60 children / Total Toilets: 4 X 15= 60 children

An approved waiver for preschool children to share the playground with private kindergarten using staggered schedules is in place. New waiver is not needed.

Based on the indoor /outdoor measurements, sink and toilet availability, facility has sufficient space to accommodate 46 preschool children in classroom # 1 and 2 of building 2. The request for capacity increase will be submitted for final review.

An exit interview was conducted with director. Appeal Rights were explained. The Director was provided a copy of appeal rights (LIC 9058) 01/16) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the Regional Manager to the address listed.

The Notice of Site Visit was given and discussed it must be posted as required by H & S Code Sec. 1596.817. Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100.00
