During LPA’s initial visit on 03/29/2024, LPA interviewed A1. During the interview, A1 stated they work as the Licensee’s secretary. A1 stated their office is in Irvine, CA and their working hours are 9:00am-5:00pm. A1 states they are sent to the school on an “as needed” basis but has been at the campus this whole week to help. A1 states they help translate for the staff during tours, will open the gates for parents and any other office duties that are needed. A1 mentioned they were asked to work on site at the campus by the Licensee but declined the offer. A1 denied ever being alone with children on campus. During walk-through, LPA observed A1 enter one (1) preschool classroom that is connected to the infant room while children were present to speak to staff. A1 stated they stay in the office area. LPA asked if they supervise the sick children that need to be isolated in the office and they denied ever being left alone with children. LPA confirmed A1 was not listed on the Facility Personnel Report Summary. LPA checked two Licensing systems and there was no record of a background clearance or request for A1.
During interviews with four (4) staff members, 3 out of 4 staff stated they have observed A1 in the classroom with children present. 3 out of 4 staff members stated they have not observed A1 alone while caring for children. 3 out of 4 staff stated A1 has been covering staff breaks throughout the day.
Based on LPA’s observation, interview with A1 and four (4) staff, the preponderance of evidence standard has been met, therefore the above allegation there is uncleared adult is providing care and supervision to daycare children is substantiated. California Code of Regulations, Title 22, Division 12, 101170(e)(1) Criminal Record Clearance is being cited on the attached LIC9099D.
Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. Licensee shall have LIC9224 (Acknowledgement of Receipt) signed and kept in each child's file.
Exit interview was conducted with Licensee Huijun Ge. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalty of $100. Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.
