Licensing Program Analyst (LPA) P. Rivas conducted an unannounced case management visit as a result of a request to increase in capacity. There currently is one classroom (Room # 11) has been designated for preschool children ages 2 to 5 years old. The applicant is requesting to add Classroom #14. The preschool program is located on the ground of Savanna School District, Holder Elementary School. All the staff are employees of Savanna Unified School district.
The applicant has requested to provide care and supervision for 48 preschool children ages 2 to 5 years old in room # 11 and 14, Monday through Friday from 6:30 am to 6:00 pm. The facility runs a full time program. Parents sign in and out manually at the entrance of the building. Upon arrival each child has an health evaluation along with hand washing before they participate in the activities.

LPA viewed required postings. Parents will sign in and out children using their specific PIN but also have paper sign in sheets if issues result with IPAD.

A fire clearance was granted on 03/05/24 for a capacity of 48 pre school children ages 2 to 5 years old In room 11 in building H and room 14 in building M. Special condition 35 month and younger in room #11, 26 month and over in room #14.

The following was observed in one classroom:
Age appropriate furniture and equipment’s
Toys, tactile equipment's
Rooms are well lighted with ventilation.
There is sufficient open area for the child to move.
Storage cubbies are arranged to store personal belongings
Flooring is wood.
Morning and afternoon snacks, and lunches are provided by the facility.

Water is provided in the children's water containers with their names on them. The facility refills the water for children if needed.
Children sleep on cots. Beddings are provided by the facility and washed at the facility on a weekly basis. Blankets are provided by parents and are kept individually for children.
LPA measured the room #14 assigned room for preschool:
Room #14 measured at 840 square feet for a total of 24 children.
Room # 11's measurement was based on visit conducted on 08/02/24 which was: 822.90 square feet .
Total sinks: 7
Total toilet: 3 toilets and 1 urinal.
There is sufficient square footage, sinks, toilets and outside play area for the requested capacity.
The facility will request a waiver to share the restrooms with elementary children. There are 2 toilets, 2 sinks, and 2 urinals in the boys' bathroom and there are 4 toilets, and 2 sinks in the girls' bathroom.
The facility representative was reminded that children shall be escorted to and from the restrooms and be under visual supervision at all times.

Outdoor activity space is the playground for TK and Kindergarten children of this school site which will be shared. The Outside Activity Space measured at 21,932 square footage. Waiver requests have been sent to our office.
Outdoor space for preschool children is fully enclosed by an appropriate fencing, Outdoor activity space is supplied with age and size appropriate equipment, and outdoor activity toys. The area is covered with adequate of cushioning. There is a high play structure on the outdoor activity space for preschool children with slide. There are swings on the playground too. There are adequate cushioning (foam) around and under the falling zones. Shade is provided by trees and shade structure.
Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for 48 preschool children ages 2 to 5 years old in room # 11 & #14 will be final reviewed and discussed with management . However approved waivers are required The facility will be notified if any additional information is required. Exit interview conducted and report was reviewed with the applicant, Fritzi Gragg
