1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Page 1 of 4 Licensing Program Analysts (LPA) Mahnaz (Nancy) Malek, and LPA Mila Quinto conducted an unannounced on site pre-licensing inspection at this childcare center for the purpose of change of ownership from license number 304371452. LPAs met with the director, Brenda Estrada who gave LPAs a tour of the entire facility. LPAs observed 23 toddlers from Toddler Option Program with 6 staff in 3 classrooms and 111 preschool children with 13 staff in seven different classrooms and on the playground. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The applicant has requested to provide care and supervision to 168 preschool children ages 2 to 6 years old in 7 rooms (Preschool Rooms # 1, 2, 3, 4, 5, 6 and 7), and 36 toddlers from Toddler Option Program ages 18 months to 36 months old, Monday to Friday from 7:00 am to 6:00 pm. Parents sign in and out manually in front of each classroom. Isolation area is the director's office in the corner of the lobby area with an additional cot and bedding. The staff bathroom will be used if needed for the sick child until child is picked up. clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed the LIC 311A, Records to Be Maintained at the Facility, for child’s records, personnel records, administrative records, and documents to be posted. Infant sleep log for every 15 minutes check on children under 24 months old was discussed.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
To receive important license related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for 168 preschool children in rooms Preschool 1, 2,3, 4, 5, 6 and 7 and 36 toddlers in Toddler Rooms 1, 2, and 3 will be final reviewed and discussed with management in the Regional Office and after receiving the following corrections. The facility will be notified if any additional information is required. Exit interview conducted and report was reviewed with the director, Brenda Estrada.
1- Installing high latch on the two exist doors leading to parking lot from the side yard of the toddler option playground.
2- Repair of the cracked slide on the preschool playground.
3- Complete control of property.
4- Menu is required with portion size on it.

The following was observed in the classrooms:
Age appropriate furniture and equipment’s, Toys, tactile equipment's. Rooms are well lighted with ventilation. There is sufficient open area for the child to move. Storage cubbies are arranged to store personal belongings. Flooring is wood. Morning and afternoon snacks are provided by the facility and lunches are provided by the parents with the option of catering.
Water is provided in the children's water containers with their names on them. The facility refills the water for children if needed.
Children sleep on cots. Beddings are provided by the parents and sent home to be washed on a weekly basis.

Below is the measurements of the toddler option rooms.
Toddler Option Room # 1 is: 412.29 square feet enough for 12 toddlers
Toddler Option Room # 2 is: 428.14 square feet enough for 12 toddlers
Toddler Option Room # 3 is: 413.66 square feet enough for 12 toddlers
Total measurement for toddle option classrooms are: 1254.09 square feet which is enough for 36 children.
Total sinks: 4 X 15= 60 children
Total toilets:8 X 15 = 120 children
The restrooms are located inside the classrooms and there is one sink in each classroom.
Toddler Option Playground measurement is 2700 square divided by 75 square feet = 36 Toddlers

Preschool Playground measurement is 19389.72 square feet divided by 75 square feet = 258.53
Outdoor space for preschool and toddler children are fully enclosed by an appropriate fencing, Outdoor activity space is supplied with age and size appropriate equipment, and outdoor activity toys. The area is covered with adequate of cushioning. There is a low play structure on the outdoor activity space for toddler children with slide. There are adequate cushioning (turf and foam) around and under the falling zones. There are two exit gates on the side yard of the toddler option outdoor space leading to parking lot with push bars. Shade is provided by several awnings and trees.
Fire clearance received from Orange County Fire Authority approving the requested capacity of 168 preschool children and 36 toddlers.
The director, Brenda Estrada is current on the required Immunization/Mandated Child abuse reporting training. Her EMSA Pediatric CPR/First training certificate expires 6/30/2024 . She also has EMSA approved Preventive Health and Safety training with lead poisoning and nutrition training.
The facility representative, Brenda Estrada was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff
