Licensing Program Analyst (LPA), Olivia Meza conducted an unannounced visit to the facility to deliver findings for a complaint that was initiated on 04/24/2026. LPA met with Marketing Specialist, Olivia Jordan and explained the purpose of the visit.

LPA toured of the facility and observed a total of six (6) preschool children and three (3) staff.

On 02/19/2026, the Orange County Regional Child Care Licensing Office received a complaint with the allegations that: (1) Director is not present during the hours the center is in operation

During the investigation, facility provided documentation LPA for review. interviews were conducted with children, staff, reporting party and parents.

Regarding allegation (1) Director is not present during the hours the center is in operation
LPA reviewed the documentation of the current director, Emily Martinez. Staff and parents interviewed stated that the Director has not been present daily at the facility during operational hours and is the Director at another facility. Emily Martinez stated she is the director at Christ Lutheran Preschool Costa Mesa, facility #300604497.

The Orange County Regional Child Care Licensing Office investigated the allegation: (1) Director is not present during the hours the center is in operation. Based on information gathered and interviews conducted, the preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED, California Code of Regulations Title 22, Division 12 & Chapter 1, Section CCR for 101215.1 Child Care Center Director Qualifications and Duties. See LIC809D for deficiencies.

One Type B citation was cited. A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the Director, Emily Martinez.
