On July 11, 2024 at 8:30am Licensing Program Analyst (LPA), P. Rivas conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant/Facility Representative, Ms. Cabibi. Applicant is requesting to be licensed for 24 preschoolers 2.9 to 5.5 years old in room 302. Hours of operation will be Monday to Friday 7:00am to 4:30pm. The facility is on Red Hill Elementary School site. The facility will be operating as Title 5 school. There is also another licensed site operating in another room (304270836)

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Cabibi that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Cabibi stated that they will be in a higher cabinet located in the classroom. A fully equipped first aid kit is located in classroom. There is an operational carbon monoxide detector on site located in classroom. All required licensing documents were observed at the entrance. Children will be signed in and out inside the room. Facility is utilizing Learning Genie but if system is down they will have hard copy documents. Also, at any visit the information can be printed.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 1150.57 square feet, which is sufficient to accommodate the requested capacity of 24 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via child's own water bottle that can be refilled at water filling stations. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on June 5, 2024.

LPA observed a total of 5 sinks(two inside classroom) and two toilets(one inside classroom) available for children’s use. These are sufficient to accommodate the requested capacity of 24 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the nurse's office which is in front office and there is a bathroom available.


Facility will provide breakfast and lunch and parents provide an afternoon snack if child stays all day. Food is prepared off site and brought in daily.

LPA advised Ms Cabibi that direct supervision is to be provided at all times inside and outside activities. LPA advised to ensure all exits are secured.

The facility currently has a fully fenced playground area. Fencing is brick and chain link and is at least four feet high. The total square footage for all the outdoor activity space is 5303.70 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via canopies There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for preschool children which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via outside water filling stations. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Cabibi was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Redhill school's water was tested on 05/06/2024 with no exceedance copy will be emailed to LPA Rivas.



Ms.Cabibi reports that since they will be operating under Title 5 staff fingerprint clearances will be done via school district. LPA advised that the site director and applicant need fingerprint clearances associated to this facility.
