On August 1, 2024 at 8:30am, Licensing Program Analysts (LPAs), P. Rivas and R. Castanon conducted an announced Pre-Licensing inspection for a new license. The facility is located in Barton Elementary School within the Anaheim Elementary School District . Upon arrival, LPA met with Applicant/Facility Representative Ms. Maria Alejo.Applicant is requesting to be licensed for 24 preschoolers(each session) ages 2.9 to 5 years old in classroom #3. Hours of operation will be Monday- Friday AM session from 7:30am to 10:30am and PM session 12:00 to 3:00pm. Staff will be working 7:15 am to 3:45pm. Fire Clearance included special condition that a "Max of 5 under the age of 36 months."
AM session will be provided breakfast, PM session will be provided lunch.
During application process the original designated applicant was changed to Ms. Alejo.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Alejo that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA also advised to secure all exits. When medications are on site, Ms. Alejo stated that life saving medication will be in a higher cabinet located in the classroom . Other medications will be kept in the nurse's station. A fully equipped first aid kit is located in the classroom. There is an operational carbon monoxide detector on site located in the

classroom. All required licensing documents were observed to be posted in the entrance. Children will be signed in and out at via Learning Genie but if system fails
sign in and out will be done manually. Staff will be able to print sign in and out sheet upon request.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 911.50 square feet (accounting for encumberment of storage space), which is sufficient to accommodate the requested capacity of 24 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via (drinking fountain). LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on July 17, 2024.

LPA observed a total of 3 sinks and 2 toilets (inside the classroom) available for children’s use. These are sufficient to accommodate the requested capacity of 24 children. There are separate staff restrooms equipped with a toilet and a sink in each, located in the staff lounge. The isolation area for children who are ill will be the nurse's station which also includes a restroom.



Facility will provide breakfast for AM session and lunch for PM session. The kitchen area currently includes freezers, warming ovens, refrigerators, sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous

items in kitchen are inaccessible to children via locked doors. The food is brought from the Anaheim Union High School District.
The facility currently has a fully fenced playground area. Fencing is chain link which is at least four feet high. The total square footage for all the outdoor activity space is 15050 square feet which is sufficient to accommodate the requested capacity. Shade is provided via trees, awnings and newly constructed shaded canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground, however since the manufacturer's sticker indicates it is for children ages 5 to 12 years old, this will not be used for pre school children. The swings on the pour and play will also not be used for the pre school children. Applicant, Ms. Alejo reports there will be cones separating the black top and the grass area from the playground structure and swings. A waiver for sharing playground with the TK and kindergarten children will be submitted. Drinking water is available via outside fountains. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Alejo was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

This licensee is a school district and has their employees fingerprinted through their agency. LPA advised that the applicant must be fingerprinted for the application..

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Ms. Alejo was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “
