A2 stated they were approaching the classroom when they noticed C1 standing alone in a parking spot. A2 then directed A1's attention to the child.
LPA also obtained video footage recording outside the school for the above-mentioned date and time. The video footage has been recorded on 5/15/2025 at 10:28 am for approximately 7 minutes to show the recorded incident. On the 3:17 time of the video, LPA observed C1 walking on the ramp entering the school parking lot, sitting on the curb by a parked car. C1 walks again towards behind a parked car at the first parking spot close to the classroom when A1 and A2 noticed C1 at 4:57 of the video. The classroom door was not in the parameter of the video footage. The video recording has the availability of showing the entrance and parking spots in the school parking lot. Therefore, there is no specific time to show exactly when C1 got out. However, it is estimated C1 was left unattended for a couple of minutes without staff being noticed.
The external video footage from May 15, 2024, starting at 10:28 AM and lasting approximately seven minutes, captured the incident. At the 3:17 mark, C1 is seen walking up a ramp into the parking lot area and sitting on a curb near a parked car. At 4:57 mark, C1 moves behind a car in the first parking spot near the classroom, where A1 and A2 then appear and interact with the child. The external video footage does not include the classroom door to show the exact moment C1 exited the classroom, but it indicates that C1 was unsupervised in the parking lot for approximately 60 feet away from the classroom for a couple of minutes.
Based on the interviews with 11 staff members (3 of whom had firsthand knowledge), statements from witnesses A1 and A2,, contact with 10 parents (2 of whom responded with no relevant information), review of documentation and surveillance video footage, it was determined the preponderance of evidence standard has been met, the allegation of “Child wandered away from the facility due to lack of supervision”, is found to be SUBSTANTIATED.
