On August 12, 2024 at 9:00am , Licensing Program Analysts (LPAs), Patricia Rivas and Romelia Castanon conducted an announced Pre-Licensing inspection for a relocation. Upon arrival, LPAs met with Facility Representative LuisaTanzil. Applicant is requesting to be licensed for 48 preschoolers ages, 2.6 to 5 years old. (information changed this date from 3 to 5 years old) in classrooms K1 and K2. Hours of operation will be Monday to Friday 7:00 am to 7:00pm. They will be conducting an am session (8:15am to 11:15am) and a pm session 12:15pm to 3:15pm) . The facility is located within Oak View Elementary school within Ocean View School District.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Tanzil that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Tanzil stated that they will be in a higher locked cabinet located in the classroom. A fully equipped first aid kit is located in each classroom and nurse's office. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the front of the classrooms. Children will be signed in and out at front of room and will be using

CARE Connect. Applicant advised LPA that they can print a sign in sheet for CCL and will have paper sign in sheets if system goes down.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2160.13 square feet , which is sufficient to accommodate the requested capacity of 48 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via their own water bottles and filtered water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/22/24, however with new changes a new lic 850 will be mailed out to reflect changes in capacity and ages.

LPA observed a total of 6 sinks and 2 toilets available for children’s use. The toilets are insufficient to accommodate the requested capacity of 48 children. There is a separate staff restroom equipped with a toilet and a sink. Inside the elementary school. The isolation area for children who are ill will be the elementary school's nurse's station.



Facility will provide breakfast for the am session and lunch for the pm session. The kitchen area currently includes 2 steam ovens, 2 freezers, 3 refrigerator, microwave. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. LPA was informed that food is prepared in central location and warmed

up at this school site. Hazardous items in kitchen are inaccessible to children via supervision and locked doors.
The facility currently has a fully fenced playground area. Fencing is chain link and wrought iron and is at least four feet high. The total square footage for all the outdoor activity space is 29,870.35 square feet which is sufficient to accommodate the requested capacity. Shade is provided via trees and building overhangs There are sufficient outdoor age-appropriate toys and play equipment available on the playground. The outside space includes the yard and two separate bench areas, one for each classroom. There is a climbing structure on the playground for children ages 2.6 to 6 years old as per Ms. Tanzail's statement as there was no manufacturer's sticker.The structure was properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via water jugs and children's own individual bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Tanzil was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:
1 An approved bathroom waiver.
2. An approved waiver to share the playground
3. LIc 308 for Ms. Landero
4. Immunizations for Ms Landero, tb test, health screening
5. Mandated reporter training for Ms. Landero (childcare)
