During today's investigation, LPA conducted observations during indoor and outdoor activities at the facility. LPA interviewed staff and children. LPA also requested pertinent documents.
During interviews, all three interviewed staff provided consistent statements about incidents involving Child 1 (C1). All staff provided consistent statements about being aware of and honoring children's personal rights. Three out of three staff denied witnessing any staff member violate a child's personal rights. All four interviewed children provided similar positive experiences with preschool teachers. LPA Castro did not observe any negative interactions with staff and children. During record review, LPA Castro obtained documentation on incidents regarding C1 and how the facility handled said incidents.
The Orange County Regional Child Care Licensing Office has investigated 1) Staff violated child's personal rights. Based on the information gathered from LPA’s interviews, observations and record reviews, although the allegation may have happened or is valid, there was not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
Exit interview was conducted. The Notice of Site Visit was posted. Facility representative was advised the Notice of Site Visit must be posted for 30 days or $100 Civil Penalty will be assessed.
