On January 10, 2025 at 9:10am Licensing Program Analyst (LPA), P Rivas conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant Ms. Harshi Antony, CEO and Mr. C Antony Secretary. Applicant is requesting to be licensed for 8 infants ages 0 to 24 months in ( infant room, RM4) 70 preschoolers (ages 2-5 yrs old) in classrooms (1,2 and 6) 24 toddlers ages 18 mos to 36 months in toddler classrooM, RM#3) 16 SCHOOL AGE CHILDREN AGES 6-12 YRS OLD IN SCHOOL AGE ROOM RM6. Hours of operation will be 6:30am to 6:30pm.
However after reviewing physical plant requirements, applicant will submit a new lic 200a to reduce schoolage to 15 children(1 toilet, 1 sink available to school age); Toddlers reduced to 21 due to indoor measurements of toddler classroom(#3).

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms Antony that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Antony stated that they will be in a locked cabinet in reception area. A fully equipped first aid kit is located in each room. There is an operational carbon monoxide detector on site located room#1 and school age room. All required
licensing documents were observed posted in classroom #2. Children will be signed in and out at each classroom.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Indoor activity space measured at 4067.95 square feet. However toddler room measured at 750.41 square feet) which is sufficient to accommodate the capacity of 70 preschool children, 8 infants, 21 toddlers 16 school age Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping

cots/mats,(including mats for children who can climb out of a crib), bookshelves, and other activity supplies for the children.

LPA observed 3 cribs, applicant understands she will only accept children for whom she can meet their needs. Therefore, will only accept 3 children that can not climb out of a crib. In infant room, LPA viewed Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via children's own water bottle and can be refilled with filtered water from kitchen. LPA observed all hazardous items to be inaccessible to children. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via half wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in infant room. Needs and Services Plans and Sleep Plans are kept in infant room. .

There are no bodies of water or weapons on the property. Fire clearance was granted on 12/07/24.

LPA observed a total of 10 sinks and 8 toilets toilets available for children’s use. (only one 1 sink and one toilet are available for school age use)These are sufficient to accommodate the capacity of 70 pre school children, 8 infants, 21 toddlers(ages 18 months to 36 months) and 15 school age children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff office and the staff bathroom.


Facility will provide breakfast lunch and snack. The kitchen area currently includes refrigerator, microwave, stove. The kitchen area and food storage areas were
observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via gate.
The facility currently has two fully fenced playground area. Fencing is wrought iron and brick, which is at least four feet height.(one is for toddler/infants and one is for pre school/school age). Facility will be

removing third yard which is directly outside of room #1.The total square footage for all the outdoor activity space is 10399.46, which is sufficient to accommodate the requested capacity. However, each component requires their separate outside space, therefore a waiver is needed. Shade is provided via shade sails and tree. There is a climbing structure on the playground which is properly anchored. Drinking water is available via children's own water bottle which are refilled via filtered water in kitchen.. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Antony was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


Ms. Antony was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”This facility plans to provide Incidental Medical Services – IMS. LPA discussed the LIC 311a with with Ms. Antony, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.”

“LPA discussed the safe sleep regulations with Ms. Antony and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Ms. Antony was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “

The following corrections are needed prior to the issuance of the license:
1. Two waivers to share outside space between school age and preschoolers and one for toddlers and infants.
2. documentation that fall zones are safe (turf)
3. Camera policy.
4. Written statement regarding number of infants that require cribs.

Applicant Ms. Antony understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
