On 7/31/2026, LPA contacted 11 parents via phone call. Out of 11 parents contacted, three parents were able to be interviewed. Parents interviewed did not divulge any information pertaining to the allegation.
Based on interviews with staff and parents, there was not enough evidence to substantiate the allegation.
Reporting Party (RP) alleges staff do not console infants when they cry. RP states "The infants frequently remain standing in their cribs, crying or making loud noises until they eventually lie down and fall asleep on their own, without staff providing comfort or soothing.” On 07/07/2026 LPA interviewed five staff. Staff interviewed mentioned that when children are crying, they hold them, talk to them, sing to them, and rock them. Staff all stated they never observed a child letting an infant cry for a long period of time.

Based on LPA observation, records reviewed, interviews with staff and parents, there was not enough evidence to substantiate the allegations.
The Orange County Child Care Office has investigated the complaint alleging (1) Staff place infants on their stomachs during nap time, (2) Staff does not wash hands in between diaper changes, (3) Staff handled daycare child in a harsh manner, (4) Staff do not ensure drink ware by daycare children is properly cleaned, (5) Licensee does not ensure cribs are arranged with adequate space between them, and (6) Staff do not console infants when they cry: although the allegations may have happened or are valid, there is not enough preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation are UNSUBSTANTIATED.
In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Thanice Epps. |
