32 | LPA interviewed staff, children, and parents. None of the individuals interviewed disclosed any information that supported the allegations. Staff stated they follow diaper changing steps and use gloves and washes hands when changing children’s diapers. Staff stated they change the children’s diapers inside the restroom while staff sits between the doorway of the restroom and classroom or in between doorway and playground door when they are outside.
LPA reviewed “Safe and Healthy Diaper Changing Steps in Childcare Settings” document provided by the facility. This document is also posted each of the classrooms.
LPA observed teachers changing children standing up in the restroom with gloves on.
Based on observation, interviews, and record reviews there is insufficient evidence to corroborate the allegations of (1) Staff do not ensure child's diapering needs are met, (2) Staff do not wash their hands after changing diapers (3) Children are not afforded dignity during diaper changing. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur in the day care facility, therefore the allegations are Unsubstantiated.
An exit interview was conducted, report was reviewed and discussed with director Aleea Castillo. The Notice of Site Visit was posted during the visit. Notice of Site Visit must be posted for 30 consecutive days. The director was provided a copy of their appeal rights (LIC 9058 03/22).
