Licensing Program Analyst (LPA) Dwayne Mason Jr. arrived at Empower Community Day Program to conduct an unannounced Required 1 Year Inspection. LPA arrived at the facility at 10:50am, LPA was greeted and granted entry by Supervisor Wendy Rivas. Administrator (AD) Michael Murphy and Program Director (PD) Karen Stanton met LPA upon arrival.

The facility is comprised of three units in a commercial building. The units are connected to one another and each is two stories. The second floor of each unit is office space. The first floor of each unit has a large activity room and bathroom. Hot water measured at 113.8 degrees Fahrenheit in the Unit C and D bathrooms and 111.7 degrees Fahrenheit in the Unit E bathroom. The first floor of Unit C has a reception area and quarantine room. The reception area is where everyone enters the facility and signs in. The quarantine room is used as needed to isolate COVID-positive consumers. The first floor of Unit D has a computer lab and kitchen. LPA observed clients watching videos, playing educational and leisurely games and listening to music in the computer lab. LPA observed no hazards in the kitchen. Client’s bring their own food to day program. The first floor of Unit E has the Library/Arts and Crafts room. LPA did not observe any hazards or obstacles throughout the facility. All and any toxic chemicals, cleaning solutions, laundry toxins and disinfectants are inaccessible to clients and will be stored and locked in closets in two of the three units. First Aid kits are mounted on walls in each of the activity rooms. Staff also carry first aid kits in their vehicles for when they are with clients in the field. LPA reviewed three client files. LPA reviewed two staff files. LPA interviewed three clients and two staff. The fire extinguishers are fully charged and were last serviced on 6/29/23. The program offers academic/career enrichment, arts & crafts, social development and more. Smoke and carbon monoxide detector tested operational.

Based on the observations made during today's visit, no deficiency is being cited as per Title 22 Division 6 Chapter 2 of the California Code of Regulations. An exit interview was conducted with Administrator Michael Murphy and Program Director Karen Stanton, and a copy of this report was provided.
