Licensing Program Analyst (LPA) Samer Haddadin conducted an unannounced visit to the facility to deliver findings regarding the above-mentioned allegation. Upon arrival, LPA Haddadin was met by Program Director, Minaya Wrights, who granted entry into the facility. The Community Care Licensing office received a complaint alleging that the facility did not have running water on the day the complaint was made.
During the investigation, LPA Haddadin confirmed that the facility experienced a temporary interruption of running water on the day of the complaint, from approximately 9:30 a.m. to 11:00 a.m. The interruption occurred because the building next to the facility was having a water valve replaced. The facility reported it was not notified in advance by the neighboring building. During the shutoff, staff and the Licensee arranged for clients to use restroom facilities at a nearby licensed sister facility, and the facility contacted the company performing the valve repair to request that water service be restored as soon as possible. LPA Haddadin contacted the landscaping company, which confirmed that the work order originated from the neighboring building and that the water was temporarily shut off to repair the broken valve. The interruption lasted approximately one and a half hours. LPA Haddadin conducted interviews with three staff members and three clients. All individuals interviewed reported that the water was shut off on the day of the complaint and returned within the timeframe noted above. The facility’s water service was restored, and the facility had running water at the time of LPA Haddadin’s visit. Based on LPA observation and the information obtained during interviews, the facility took appropriate steps to meet clients’ needs during the temporary interruption, and no evidence was identified that the health and safety of clients were placed in jeopardy.
Based on the information obtained, the preponderance of evidence standard was not met. Therefore, the allegation is found to be unsubstantiated.
An exit interview was conducted, and a copy of this report was provided to the Program Director, Minaya Wrights.
