Licensing Program Analysts (LPA) Nancy Guillen conducted an unannounced complaint visit to finalize an investigation into the above allegation. LPA was greeted and granted entry into the facility. LPA met with Namwoo Kim the Director of Operations and explained the reason for the visit.

The complaint alleged that staff do not provide adequate food service to residents. Licensing Program Analyst (LPA) Guillen conducted interviews with facility staff and residents regarding the facility's food service, including the availability, quantity, quality, and variety of meals provided to residents.

The LPA also reviewed the facility's menus for the preceding 30 days and compared the menus with the meals being served at the facility on the day of visit. In addition, the LPA conducted direct observations of breakfast and lunch services and inspected the facility's kitchen and food storage areas.

The investigation determined as follows:
During interviews, facility staff stated that adequate food is provided to residents during scheduled meal times. Staff reported that residents are provided sufficient quantities of food and that alternative food options are available for residents who do not prefer the meal being served.

Residents interviewed provided generally consistent information regarding the availability and quantity of food. Residents stated that food is consistently available during scheduled meal times and that the quantity provided is adequate. Residents did not report being denied meals or experiencing a lack of food during meal times.

Residents expressed varying opinions regarding the menu and individual food preferences. Some residents stated that they liked the food served by the facility. Other residents stated that certain meals were not to their personal preference and reported that they preferred to eat food from outside the facility or have family members bring them food. Residents generally described the food as being of good quality, although some residents stated that they preferred other types of food based on their individual preferences. Some residents expressed concern that the menu can become repetitive or boring because the same or similar meals are served. However, residents did not report that the repetition resulted in insufficient quantities of food, lack of access to meals, or an inability to obtain food during scheduled meal times.

The LPA reviewed the facility's menus for the preceding 30 days. The LPA compared the documented menus with the meals being served at the facility. The LPA determined that the meals observed during the investigation were consistent with the facility's documented menu. No significant discrepancies between the reviewed menu and the meals being served were identified.

While present at the facility, the LPA observed the breakfast meals that were served, as the plates remained in the kitchen following the conclusion of breakfast. LPA also observed lunch being served to residents. The meals observed appeared to be of adequate quantity and good quality. Residents were provided food during the scheduled meal times. No concerns were observed regarding the availability or quantity of food during the observed meals. The LPA did not observe residents being denied food or being provided visibly inadequate portions during the meal observations.

The LPA inspected the facility's kitchen and food storage areas. The kitchen was observed to have an adequate supply of food available for residents. Fresh food items were observed in the kitchen and food storage areas. The LPA did not observe spoiled, deteriorated, or otherwise visibly unacceptable food during the inspection. The LPA also did not observe a lack of food supplies that would indicate that the facility was unable to provide adequate meals to residents.

Based on interviews with staff and residents, review of the facility's 30-day menu, direct observation of breakfast and lunch, and inspection of the facility's kitchen and food supplies, the allegation that staff do not provide adequate food service is unsubstantiated, meaning that, although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.

An exit interview was conducted and a copy of the report was left with the facility representative.
