13 | On July 6th, 2022, Licensing Program Analyst (LPA) Jeremey McClain met with Director Andreana Thornsberry for the purpose of a complaint investigation. At approximately 8 am, LPA observed six infants supervised by two staff in Infant Room A and four infants supervised by one staff in Infant room B. At approximately LPA observed eight infants supervised by two staff, and four infants supervised by one staff member the toddler room. LPA investigated allegations that the facility was operating out of ratio, and that staff without qualifications were supervising infants in care.
During the investigation, LPA conducted interviews with staff, observed ratios and staff schedules. LPA also reviewed staff files. During today’s inspection, LPA observed Staff 1 and Staff 2 supervising supervising eight infants, and Staff 3 supervising four infants. During file review, it was determined that neither Staff 1, 2, or 3 have the required qualifications for Infant teachers. Furthermore, it was determined that Staff 4, who also does not have Infant teacher qualifications, has supervised infants alone in Infant Room B after the lead teacher completes her shift. Based on file review and interviews, it was determined the allegations were true. The Preponderance of Evidence standard has been met; therefore, the allegations are determined to be substantiated.
