Licensing Program Manager (LPM) Keven Peters and Licensing Program Analyst (LPA) Jeremey McClain met with Director Andreanna Thornsberry and District Manager Melanie Demarchi for the purpose of an Informal Office Meeting.
LPM Peters defined the difference between a Non-Compliance and an Informal Meeting. The purpose of today’s Informal Office Meeting was to discuss the Unusual Incidents which occurred on 04/03/2023 and 04/17/2023 and was reported to the licensing office within the required time frame.
A child in care suffered allergic reactions after being exposed to dairy products on two separate occasions, 04/03/2023 and 04/17/2023. The child began coughing, vomiting, and developed hives. Staff at the time administered emergency medical procedures and also contacted 911 during the incident on 04/17/2023. The child was treated by the paramedics at the facility and later monitored at the hospital. The child returned to care the following day.

The following citations and regulations were discussed:
CCR 101223(a)(2) Personal Rights was issued on 04/21/2023.
Director and District Manager have developed a plan that addresses the risk of a potential exposure. All staff have been trained on the plan and adminstering medical services if necessary. The plan has been discussed with the child's physician and parents.
LPM Peters informed Director and Distric Manager that continued deficiencies may result in further action, including a non-compliance meeting with the Regional Manager.

LPM and LPA provided information regarding the Technical Support Program (TSP), which is a non-enforcement arm of the Community Care Licensing Division offering onsite support to licensees and providers. LPA McClain discussed using the Department website (ccld.ca.gov) for child care updates, current forms, legislation and regulation information. LPM De Luca suggested that Licensee can view information videos at www.ccld.childcarevideos.org .

This report was reviewed with the Acting Director and Licensee Representative.
